  2. BEST PRACTICES BACKGROUND, WHERE, WHY, AIMS In the Northern provinces of Burundi, rice growers don’t generate enough incomes to shift out the poverty. Producers don’t access (financially and physically) required inputs to intensify the production and increase the yield which is getting down than 1, 5 tons per ha while the potential is 8 tons/ha. Extension services are inappropriate. They don’t pay attention on the financing system, prerequisites for adoption of innovations. Less than 1% of producers apply recommendations that extension services try to popularize. Poor producers are economically marginalized and keep watching with fatality their effort capitalized by other actors. It prevails unbalanced and unfair commercial competition between scatted less educated producers and speculative, tactical and well skilled unscrupulous partners composed of individual lenders (120% of interest per year + cheatings on the harvest price), middlemen (who used to buy at a ridiculous price the production months ago before harvest, cheat with deregulated scales…) Since 2007, GTFS/RAF/391/ITA project in collaboration with rice cooperatives and Twitezimbere financial institution are changing the situation.
