  3. Status of Security Projects • New Employee ID Cards • Access Control for all Sites- Doors/Gates • Security Grilles for Overhead Doors • Visitor/Vendor/Contractor Protocols • Development of Comprehensive Procedures • Employee Training • Cameras for Busses and buildings

  4. Gillig Bus Camera Layout 8 Camera System, 12 for Artics Approximately 160 Busses • Systems are a combination of interior and exterior cameras and interior audio • Systems run continuously while bus is running • Video is downloaded, viewed, etc. via applications

  6. Basic Radio Procedures All busses checked to ensure good radio No radio – portable given to Extent possible Every hour after 8P for in Service Busses- Radios to be checked System Silent Alarm Checks - Every 2 Weeks

  7. Bomb Threat CODE RED Two Essential Types: Specific Information is sufficient to determine bus or building Non – Specific Information is not sufficient to determine bus or building

  8. Bomb Threat Card • Keep by your phone • Write down all information • Never place the caller on hold • Keep on the line as much as possible • After call contact on site manager • The Manager you contact assumes command

  9. Specific Bomb Threat To a bus or bus line: • Contact the local authorities • If bus or busses are on road, send text message/supervisor to bus/busses • Evacuate all busses involved at least 300ft. • When using radio state we have a Code Red • Never use cell phone/radio within 300 ft. • Resume operation after all clear is declared

Non-Specific Bomb Threat For Busses: • Send an all call and text message • All call will declare Code Red • Do not have operators use hand set • Have operators do quick search of vehicle • Send Supervisors to main terminals to assist • Use location technology • Ensure that all vehicles involved are searched

  11. Facility Bomb Threats • Evacuate and or sweep Facility • Call local authorities • Specific Staff members of each dept. are responsible for evacuation of dept. space • Resume operation after all clear is given

Facility Assembly Locations • Albany Garage- Out to grass area in front of entrance lobby • Troy Garage- Out near perimeter fence opposite main offices • Schenectady- Out near perimeter fence opposite main offices • RRS- Out to East Street near flagpoles • STS- Out to East end of circular driveway • 85 Watervliet Ave. - NW Side Parking Lot near sign

  13. Evacuee Shelters by Location • For all Garages – stage busses to provide shelter • RRS – McManus Center on East Street • STS- American Legion on West Ave. • 85 Watervliet- 110 Watervliet

  14. Facility Searches Primary Responsibility For Facility Searches is as follows: Albany Garage- Albany Police/Fire assisted by Director of Risk Management/designee Troy and Schenectady Garages- Respective City Police/Fire assisted by site Superintendent /designee

System Shut Down For partial or full system shut down • Decision made by Director of Risk Management in consultation with CEO/Director of Transportation • Radio will issue all call and text message • All in-service busses to be evacuated • Service to resume by Director of Risk Management in consultation with CEO and Director of Transportation

Hijacking/ HostageCODE ORANGE • Operators have discretion on notification-handset, silent alarm, text message or other means • Operators can continue in service until intercepted • Contact local police • Follow Code 10 procedures • First Supervisor on the scene becomes CDTA Command • CDTA Service in area to be re-routed

Weapons CODE BLUE If No Immediate Danger • Operators are to observe and not confront • Operators to report once patron has left bus • Operators to provide description of party • Contact local Police • Radio Control to follow code 10 procedures • We are partnering with Police to remove weapons

  18. WeaponsCODE BLUE In cases of immediate danger • Operators have discretion on notification- handset, silent alarm, text message or other means • Operators have discretion to continue in service until intercepted • Radio Control to notify Police • Radio Control to follow code 10 procedures

  19. ACTIVE SHOOTER Run and hide ---Call 911 Lock/barricade yourself in your office or interior room stay away from windows Play dead Fight to avoid injury

  20. Suspicious SubstancesCODE YELLOW Suspicion should be based on or more: Presence of fine powder, residue, fog, mist, other unexplained odor AND 2 or more people exhibiting similar signs of distress or physical reaction

Suspicious SubstancesCODE YELLOW Signs of suspicious substances: • Unexplained odor • Package emitting vapor or odor • Out of place manual display device • Broken bottle, bag, etc. with residue/note • Two or more people experiencing breathing issues • Animals like birds found dead in the area

Suspicious SubstancesCODE YELLOW If you find a suspicious substance: • Do not touch or move the substance • Operators should hit silent alarm, shut down vehicle and evacuate with all patrons • Folks in buildings should shut down heating/AC systems, evacuate and call 911 to report to local authorities

  23. Suspicious SubstancesCODE YELLOW Other Measures to follow: • Isolate/secure area where substance is found • Move all folks uphill and upwind • Follow up with cell phone/other means until the situation is remedied and all clear is given • Only then should you resume normal operation

  24. Suspicious SubstancesCODE YELLOW Keep in mind that a substance can only enter our bodies in the following ways: • ABSORPTION: through eyes or skin • INJECTION: Through broken/punctured skin • INGESTION: Through the mouth • INHALATION: Through the mouth or noise

  25. Suspicious PackagesCODE GREEN Suspicion should be based on an object: • Which is left unattended • Which is left out of place • Which has wires and or timing devices

Suspicious Packages CODE GREEN If you find a suspicious package: • Do not touch or move the package • Operators should hit silent alarm, shut down vehicle and evacuate with all patrons at least 300ft. • Folks in buildings should evacuate • Radio control should notify local police and supervision • First arriving Supervisor becomes CDTA COMMAND

  27. Suspicious PackagesCODE GREEN Other Measures to follow: • If the bus is under an overpass or at major population center, the bus should be moved to a remote location • Consider detours for CDTA services to avoid area • In all cases follow Code 10 Security process

  28. Suspicious PackagesCODE GREEN Other Measures to follow: • Supervisor has discretion to examine package and call off CODE GREEN • Unless otherwise directed, the bus or building will not be reoccupied until the all clear is given by the responding authorities

  29. ALTERCATIONS Fare Disputes: • CDTA personnel should always give the patron the benefit of the doubt • CDTA personnel must always be professional

  30. ALTERCATIONS Fare Disputes: • On first occasion give patron a break • On second occasion, the patron can be made to pay • Operator’s notification to supervision and authorization from supervision must occur in order to have patron removed from bus

  31. ALTERCATIONS Fare Disputes – other considerations: • Supervisor calls the shots not the operator • Never touch a patron in trying to remove them from the bus • Call police as necessary for an assist • Always make out a complete report and include the information on the first occasion

  32. ALTERCATIONS General Information • Report on-going cases of patron disruption to the Director of Risk Management • Employees have a right to defend themselves • No individual under 13 will be removed from a bus without alternate supervision/transportation

  33. ALTERCATIONS When a physical altercation is occurring on a bus: • The operator should contact control by PRTT or silent alarm • Pull over at first opportunity and open doors • Stay in operator’s seat if at all possible

  34. ALTERCATIONS When an Operator reports a disruptive patron or situation occurring on board, which Has the potential to become violent: • Radio control will collect any/all details • Radio control to use audio feature to assist • Operator has sole discretion to continue on route • Radio control to use location technology

  35. ALTERCATIONS In cases where there has been no threats of violence and when no physical violence has occurred: Operator/Supervisor has discretion to allow the parties to remain on the bus

  36. ALTERCATIONS In cases where physical threats/violence and/or illegal activity has occurred involving the operator and /or patrons: • The Police will always be called • The Patron(s) will not be allowed to ride • Arrests will be made if possible

  37. ALTERCATIONS SUPERVISOR ROLE • To protect the safety of the operator and patrons and CDTA property • To protect the affected service

  38. VANDALISM • Every reasonable effort should be made to contact the Police and investigate • We want to pursue charges whenever possible

  39. SCHOOL INCIDENTS All personnel to remain professional in all cases: • We our working closely with School officials and the Police on these incidents • We our following up to the extent possible

  40. SCHOOL INCIDENTS Other measures: Early identification, intervention and resolution regarding developing issues Note: No student under 13 will be removed from a bus without alternate Supervision/Trans.

  41. CODE 10 SECURITY NOTIFICATION PROCEDURES CODE 10 Will be Declared For: Bomb Threats Hijacking Hostage Situations Weapons- Used Suspicious Package/Substance Any Physical Violence Involving a CDTA Employee

CODE 10 SECURITY EVENTCONTACT PROCESS • Police/Fire/EMS as appropriate • Street Supervisor closest to scene • Director of Risk Management • Superintendent closest to scene • Superintendent of employee • Director of Transportation (contacts CEO) • Director of Maintenance • Manager of Corporate Communications

  43. CODE 10 SECURITY EVENTCONTACT PROCESS Additional necessary contacts: • All Supervisor’s Code 10 Exists • E-Mail Radio Log to CDTA Code 10 Notification Group

  44. EMERGENCY RESPONSE VESTS In conjunction with our COMMAND Concept we will be deploying safety vests for: • Increased Personal Safety • Clear identification • Defined Responsibility

  46. EMERGENCY RESPONSE VESTS To Be used on the scene of: • Bus Accidents • Evacuations • Local Emergencies • Road Calls

SECURITY HIGH ALERT • Initiated by Director of Risk Management • Radio Controllers to send out periodic reminders to conduct bus inspections and to display SEE SOMETHING SAY SOMETHING • Supervisors to verbally remind/instruct employees to conduct bus inspections • Supervisors to conduct bus inspections • This effort includes contracted service • Strict adherence to facility access protocols

  48. SECURITY EXTREME ALERT IN ADDITION TO THE ITEMS INITIATED DUE TO A High alert CDTA will LOOK TO initiate overnight watchman service at all garages OTHER MEASURES WILL BE IMPLEMENTED AS NEEDED
