Background Since 1996 there have been – • 20 rounds with over 10,100 applications received. • Over 5,000 successful applicants. • Receiving over $16 Million. • Generally a 50% success rate.
Active Club Program • Projects which develop and expand services, thereby increasing the community’s access to quality active recreation and sport activities and facilities. May 2006 round Applications received: 516 Applications ineligible: 61 Applications eligible: 455 Applications successful: 246 Amount requested: approx $3.8Million Amount approved: $1,337,882
Organisation eligibility • Sport and active recreation organisations • The principal objectives of the organisation must be providing active recreation and sport programs and services. This must be reflected in your organisation’s constitution as your core business. • Probable ineligible organisation’s, based on their constitution. • Oval Management group, Community Recreation Centre • Community based, not for profit organisations. • Incorporated Body • Associations Incorporations Act (1985), or other comparable legal status as recognised by the Office for Recreation and Sport.
Who can’t apply? • Gaming Machines licence • Applicants must not have a gaming machines licence • Must not be associated with organisations that hold a gaming machines licence, for example, social clubs, and who have the opportunity to derive a benefit from this association will also be ineligible. • Acquitted previous grants • Applicants that have not acquitted previous Active Club grantsor have outstanding ORS grant acquittals due will not be eligible to apply. • Applicants can not receive more than one Active Club grant in any two consecutive funding rounds. • (last round May 06)
Types of Active Club Grants (1) Local Initiative Grants (2) Minor capital Works (3) Youth Encompassing Sport (YES) • (3a) Programs & Equipment • (3b) Facilities - Applicants can only submit one application per organisation. - Grant types cannot be mixed.
1. Local Initiative Grants • Programs and equipment • Apply up to $10,000 for 100% of project costs • Equipment purchase • Production of resource materials • Coach education programs • Mature age sporting and active activities • Education and training programs for officials, volunteers and administrators • Recreation and sporting events and conferences • Projects which promote the benefits of planning for sport and recreation organisation’s • Projects which result in greater participation in sporting and active recreation activities by women, Aboriginal and Torres Strait Islanders, people from non-English speaking backgrounds and people in rural and isolated communities.
Types of Local Initiative projects not funded • Prizes and Trophies • Construction of Facilities • Purchase of Vehicles • Subsidies • Wages • The repayment of loans • Recurrent expenses, (i.e. electricity, insurance etc)
2. Minor Capital Works Grants • Facility projects • Apply up to $20,000 for 50% of project costs* • The construction of facilities used for sport and active recreation activities • The purchase and or renovation of existing facilities to provide additional sport and active recreation activities • Equipment and fit out costs of community sport and active recreation facilities • Extension of existing facilities which maximises their multipurpose use • Health and safety upgrades; (e.g. ramps, disabled access, etc) • The development or upgrading of playing fields including the initial provision of irrigation or watering systems.
Minor Capital Work Project Conditions • The applicant must contribute at least 50% of the total cost of the project. • The application must have written support of the Local Government Authority (Council). • The applicant must have written approval from the landowner. • The applicant holds freehold title to or a secure tenure over the land. • Provision of up to date design standards in the planning of new or upgraded facilities. • The applicant must submits developed sketch plans. • Quotes and/or estimates of costs must be provided.
Types of Minor Capital Works projects not funded • Feasibility studies or professional fees related to the purchase or upgrading of facilities • The purchase of land other than for the extension or modification of playing fields • The cost of routine maintenance, recurrent expenses, replacement or repair work • The assessed cost of volunteer labour • The repair of facilities damaged by fire, explosion, vandalism, flood, storm or other natural disaster • Construction of caretaker’s residence, landscaping, car parks, road works and ongoing cost of irrigation of playing fields • Toilet blocks that are constructed in isolation to existing clubrooms, change rooms, and similar facilities.

YES Grants • Programs and equipment • Apply up to $10,000 for 100% of project costs • Projects which increase the general participation in a sport or recreation by youth • Programs which foster youth/police relations through sport and/or recreation activities • Programs which utilise high profile sporting persons to convey positive role models for young people • The purchase of equipment • Coach education programs for youth • Recreation and sporting events and conferences for youth • Production of resource materials targeting youth
3b. YES Grants • Facility projects • Apply up to $10,000 for 50% of project costs* • Minor capital works to enable isolated / disadvantaged youth to access sporting and recreational facilities. • Minor capital works to existing sporting and recreational facilities in those areas deemed to be at risk to a high percentage of youth related crime. • In cases where YES projects are related to minor capital works, applicants will be required to meet the same conditions as listed under type 2 Minor Capital Works grants.
YES Grants Conditions Grants will be made available in specific areas where evidence provided, demonstrates a need characterised by: • Significant levels of youth contact with the criminal justice system • A high proportion of young people in the community • Low levels of participation in sport amongst young people • Few or hard to access sporting or recreational facilities

Hints & Tips • Read and understand the guidelines – Follow our completing the application form. • Speak to Grants Consultants • No Folders! • Write the Organisation name on the application form! • DON’T WRITE WAR AND PEACE! • Provide all necessary attachments • Answer all questions • Address the program criteria (located in the Guidelines Brochure).
What if the organisation is not incorporated? Contact a Grants Consultant to discuss the progress of your application for Incorporation with OCBA. You may still apply in the current round, but make it clear that you have applied for Incorporation and are waiting for confirmation of your Incorporation status. Do I have to provide sketch plans for a minor capital works project? Yes How do we estimate the cost of volunteer labour? Approximately $20 per hour is a good estimation for unskilled labour and $45 for skilled labour.
Can I have an extension to submit my application? NO – ONLY applications received or post marked on or before the closing time and date will be accepted Can I apply under other Grant Programs also? YES – If no outstanding grants through the ORS How long after the closing date will I find out if the organisations application has been successful? All applicants will be notified by mail around 3-4 months after the closing date
Can I complete an application online? NO. A Word type in version is available at our website, you can Print and sign the declaration and send in with the essential attachments. Applications received by E-mail or Facsimile will not be accepted. What if the activity of the organisation is spread over more than one electorate? Please contact a Grants Consultant. What is meant by certified financial statements? Signed by the Club Treasurer or President to declare that the finances are true and correct. What financial statements should I provide? A Profit & Loss / Income & Expenditure Statement and also ideal to provide a Balance Sheet / Assets & Liabilities Statement.
Can I apply for a project that has been completed? Yes, if the project started on or after 1 July 2006 – projects must start within or after the same financial year as the funding round. What if we’re successful? You’ll receive 2 Funding Agreement which must be signed and returned before payments can be processed. The required Evaluation and Expenditure forms will then be forwarded with a countersigned copy of the Funding Agreement. Payments will be forwarded to your local MP who will present the cheque on behalf of the State Government. What if we’re unsuccessful? Contact a Grants Consultant to find out why.
