Background • SFIREG Issue Paper: • Disallow residential use, OR • Ensure label directions for it • Concerns include -- unwanted exposure to people &nontargets; lack of data for risk assessment; efficacy and resistance issues; enforcement problems; and more
Background, cont. • OPP action item since 2005 • Fall 2005, NPMA proposes stakeholder forum • Forum held December 2005 – broad participation; many issues discussed
The Ad Hoc Group • Outcome of forum – ad hoc group to take on 3 tasks: • Label recommendations for pyrethrins, PBO, permethrin: REDS coming soon • “BMPs” for industry • Research project on exposure and efficacy • NPMA, industry, FL & NM, AMCA – not OPP
Status: Ad hoc group • Sent label recommendations to SRRD • Rough draft protocol for research project • “BMP” project still not yet active (waiting for REDs?)
Status: the REDs • Permethrin done; pyrethrins, PBO delayed – probable release = mid-June • Contain label language for misters; and require more exposure related data • 60 day comment period
Proposed labeling includes: • Must affirm or prohibit use in misters • Precautions – people, pets, food, pools and water bodies • Application quantity/rate limitation • Consumer gets the label • Reservoir tanks have content label
Remaining issues • Most of them – adequate data for assessment; enforcement issues (who is the applicator?) is this allowable distribution or not? Etc. • Main issue is that the 2(ee) door is still open for any pesticide other than py, PBO and permethrin
Next Steps • Brief OPP Steering Committee – 5/22 • Choose next steps now – or – wait for final REDs decisions (after comment period)? • What do you suggest???
Some options • Develop public outreach – fact sheet/Q and A • Collaborate with NPMA on industry guidance • Develop generic policy – PRN? Rule?
