Setting the Stage • Situation • Retention of highly qualified Airmen in our AF remains high • Current fiscal environment creates number of uncertainties for the DoD • Budget constraints led to personnel reductions & force structure changes • Goals • Provide Airmen information and time to make informed decisions • Operate within funding constraints and authorized end strength • Strategy • Size and shape the force for today and the future • Modernize personnel policies via performance-based emphasis • Approach • Voluntary programs to the maximum extent possible • Focus on retaining high performing Airmen while reducing overages Generally, Airmen in projected overage populations by AFSC and grade or year group will be eligible for voluntary and/or involuntary programs

SecAF Guidance • TERA is Force Management tool vs. entitlement • NDAA: “…temporary additional force management tool…to effect drawdown…” • SecAF has authorized offering TERA, Title 10 USC § 8911 and Title 10 USC § 8914 • Goal: Shape overage AFSCs and mitigate accession cuts by maximizing voluntary losses
TERA Overview • Airmen may apply: • Between 14 Jan 14 - 26 Mar 14 • If not eligible, Airmen will be notified within 10 duty days of applying • Applications willbe reviewed periodically throughout the application window • Final approval / disapproval NLT 1 Apr 14
Enlisted Eligibility • Enlisted eligibility criteria: • SSgts - SMSgts w/15-19 YOS as of 31 Jul 14 • In overage AFSCs -- matrix on myPers website • Airmen w/19 (but less than 20) YOS as of 31 Jul 14, regardless of CAFSC and rank • Lengthy service SSgts (w/HYT to 20 years) w/15 (but less than 20) YOS as of 31 Jul 14, regardless of CAFSC • Airmen w/15 (but less than 20) YOS as of 31 Jul 14, who are scheduled to meet the QFRB, regardless of CAFSC • Some ADSCs are waiverable - see PSDM • ADSC for Critical Skills Retention Bonus NOT waived • Airmen MUST retire 1 Aug 14
TERA Exclusions • Airmen are ineligible if: • Already has approved DOS or pending application as of PSDM release • Under investigation and/or pending adverse action • Under appellate review or in confinement • Pending action under the disability evaluation system • Notified prior to submission of retirement application of selection for deployment (AEF or 365-day extended TDY) • CMSgt and SMSgt promotion selects, unless decline promotion
TERA Approval Methodology • Not a “first come, first serve” program • Applications “racked and stacked” by: • AFSC • Grade • Those with no ADSCs approved first, then: • ADSC/Bonus Obligation (least to greatest) • Projected assignment • Commander’s recommendation
Overseas Personnel • Short Tour Locations • Eligible to apply for FM waivers • DEROS month MUST BE Jul 14 • No DEROS adjustments under this program • Long Tour Locations • Eligible to apply for waiver of ADSCs and PCS commitment provided member meets all other eligibility criteria
Deployed/TDY personnel • Deployed personnel eligible to apply for ADSC waivers • Retirement date NLT 1 Aug 14, so members must return from deployment NLT 1 Jul 14 • No extensions of the mandatory retirement date to accommodate deployment return dates or terminal leave
Withdrawal or Change Requests • Reasons include: • “Hardship” uncommon to other AF members • Must not have existed at time application submitted • Each case reviewed on its own merit • Promotion Selection • Must request withdrawal w/in 10 duty days of notification • Submit request via the vMPF • Include signed Promotion Statement of Understanding • Requests to withdraw an approved separation date to resubmit under this program are NOT authorized
Milestones • 17 Dec 13 - PSDM launched to field w/slides • 19 Dec 13 - Eligible names sent to FSS • 23 Dec 13 - Eligible Airmen / Officers received message directing them to myPers • 14 Jan - 26 Mar 14 - Application window • NLT 1 Apr - Airmen notified of approval / disapproval • 1 Aug 14 - Retirement Effective Date
DOS Rollback Eligibility • Eligibility Criteria • SMSgt or below • Required Total Active Federal Military Service (TAFMS) • Less then 15 yrs TAFMS as of 31 May 14 • More than 20 yrs TAFMS as of 30 Apr 14 • Date of Separation (DOS) • Airmen with less than 15 yrs TAFMS – DOS 31 May 15 or earlier • Airmen with 20 or more yrs TAFMS – DOS 30 Apr 15 or earlier • Possess one or more of the following: • Reenlistment Eligibility (RE) Codes – 3D or 3E • Assignment Action Codes (AAC) – 09 • Grade Status Reason (GSR) – 3D
Commander Actions • Commanders • Notify airmen identified for separation or retirement • Remind retirement-eligible airmen to apply for retirement • Notify AFPC if member requires hold action • Subject of an investigation • Pending action that can lead to court-martial • Pending involuntary discharge ***NOTE*** Commanders do not have the option to “save” members identified under this program
DOS Rollback General Guidance • Mandatory DOS is 31 May 14 • Retirement date NLT 1 May 14 • Unearned portions of education assistance funds, special pay, bonuses will not be recouped • Tuition Assistance may be recouped • Airmen with 6yrs, but less than 20 yrs, Total Active Federal Military Service (TAFMS) are authorized full separation pay • Must agree to serve 3 yrs in the IRR • If IRR statement not signed by 4 Apr 14 members will be coded appropriately and will not receive separation pay • Airmen with 180 days or more AD are authorized TAP benefits • Refer to the PSDM for complete criteria and procedural guidance
Involuntary Separation Pay • Calculation: • Members monthly base pay X 12, multiplied by years of service (TAFMS), multiplied by 10 percent • Whole months (rounded) are used for calculation; e.g., 3 months and 6 days rounded to equal .25 of year • Example: • A SSgt w/ 6 years, 3 months and 13 days of total active federal military service [($2734.50 monthly base pay) x 12 x (6.25 total whole years served)] x 10% = $20,508.75 • Airmen eligible to receive separation pay must sign Individual Ready Reserve (IRR) Statement
DOS Rollback Key Dates • 17 Dec 13: AFPC posted Eligibility Rosters for FSS/MPS access • NLT 19 Dec 13: FSS/MPS verified eligibility rosters & notify Commanders (CCs), First Sergeants (CCFs), Career Assistance Advisors (CCAs) • 20 Dec 13: Commander notified affected airmen • 23 Dec 13: AFPC began updating mandatory DOS for members with codes that no decision required by CC • 31 Jan 14: Last day for retirement-eligible Airmen to apply for retirement • 15 Feb 14: Cutoff date for AFPC to make MilPDS updates • 1 May 14: Established retirement date for eligible airmen • 31 May 14: Established separation date for eligible airmen
Intent of QFRB • The QFRB will consider Airmen with specific negative indicators for continued retention • Only Airmen with 18 or more years of Service and less than 20 years by 30 Sep 14 are exempt • Those retained by the board will continue service • For those selected for separation: • If 6 or more years of service, member will receive separation pay • If 15 to 18 years of service, member may apply for Temporary Early Retirement Authority (TERA) • Those with over 20 years can apply for retirement
QFRB Indicators • Airmen with indicators will meet the QFRB • Indicators are: • Reporting Identifiers: • 9A100 – Awaiting retraining due to disqualification • 9A200 – Awaiting discharge for cause • Promotion Eligibility Status R and / or Assignment Availability Code (AAC) 19 – Current Referral EPR • Grade Status Reason 4B – Grade Reduction

ERB Eligibility • The Enlisted Retention Boards will consider Airmen (SrA - SMSgt) in overage AFSCs for continued retention (i.e. only select CAFSCs & grades will meet the board) • Ineligibility factors include: • More than 18, but less than 20 years of service by 31 Jan 15 • Under Appellate Review • Projected separation, retirement, or promotion • Scheduled to meet the QFRB • Selected for Developmental Special Duty retraining • Retrained within the last year (1 Jan 2013) or approved for retraining • Attending AECP or ECP
ERB Overview • Options in lieu of meeting the ERB: • More than 6 years TAFMS - separate and receive Voluntary Separation Pay (VSP multiple is 1.25) • 15 but less than 20 years TAFMS - apply to retire under Temporary Early Retirement Authority (TERA) • 20 or more years TAFMS - apply to retire • Those selected for separation: • If 6 or more years of service, member receives separation pay • If 15 to 18 years of service, member will be allowed to apply for TERA • Those with over 20 years can apply for retirement

Enlisted Retention Recommendation • Communicate with the board. Examples: • “Certified in XXXX…key to implementing XXX program…irreplaceable for future AF needs!” • “Vested thousand of dollars in training (ex. Dental training)…obviously too valuable to lose” • “Selected for and trained for key/nominative position as XXX…can’t replace for 3 years!” • Use the ERRF to tell the board where the Airman currently stands (whole person) and the importance it is to retain for future AF missions Highlight Airman’s unique qualities…anything that stands out
VSP Eligibility • Airmen more than 6 years and less than 20 years of service and who have served at least 5 years of continuous service immediately prior to 31 Jan 15 • VSP application window is 14 Jan to 1 May 14 • Mandatory separation date is NLT 29 Sep 14; • Exception: Airmenreaching 6 plus years minimum requirement between 30 Sep 14 – 31 Jan 15 will be given DOS to match the 6 year and 1 day date • VSP is 1.25X full separation pay rate (see PSDM for full explanation on how pay is calculated) • Requests reviewed periodically throughout application window
VSP Exclusions • Notified prior to submission of VSP request of 365-Extended TDY • Already have approved DOS or pending separation or retirement application as of the release of this PSDM • If pending application is disapproved, member may become eligible • Serving in a non-overage Control AFSC as per posted matrices • Not meeting required more than 6 years and less than 20 years TAFMS and minimum 5 years continuous service by DOS • Under appellate review • Meeting the Quality Force Review Board
Transition Assistance Program (TAP) – Legislatively Mandated • Mandated as of 21 Nov 12 for ALL separating members – refer to Airman & Family Readiness Center (A&FRC) • Pre-separation counseling, DD Form 2648 • Members affected by FM should complete ASAP • Transition Goals, Plans, Success (GPS) Workshop • VA Benefits Briefings I & II • Capstone, DD Form 2958 • Virtual curriculum available • Optional curriculum for specific career paths • Accessing Higher Education • Career Technical Training • Entrepreneurship
