FY12-14 Workforce Shaping • Workforce shaping initiative started in FY12 to meet FY14 $600M BOS funding challenge (not affiliated with Sequestration) • Efficiencies and marginal reductions insufficient to meet mark; magnitude of Shore funding challenge required a different approach • Sequestration reductions taken primarily in Building Sustainment (ST) • FY13 Decision to Disestablish Navy Region MW to be complete NLT FY15 • Delay in RIF authority, HR Service Delivery implementation and increased risk to programs (e.g. USS MIAMI Fire and WNY Shooting) impacted ability to initiate RIF actions in FY12 and FY13 • DON Hiring Freeze, CNIC Hiring Plan, VERA/VISP (~ 500 actions FY12-14), management directed assignments and priority placement helped minimize FY14 RIF numbers to 274 FTEs
Reduction-In-Force (RIF) Timeline 19 Nov 13– Open VSIP/VERA survey window responses due NLT 3 Dec 13 29 Nov 13 – Conduct Union notification, updating on RIF status 03 Dec 13 – VSIP/VERA window closes 18 Dec 13– Approve VSIP/VERA 17 Jan 14– EDS distribution to employees 17 Jan 14 – Employee VSIP/VERA decisions due 31 Jan 14– EDS due from employees 23 Feb 14 – Freeze all recruit actions (critical hires will continue) 09 Apr 14 – Identify employees for PPP registration & counseling (Early registration) (Pending FY14 RIF authorization) – Union notification on FY14 Workforce shaping efforts 18 Apr 14– Begin discussions with impacted employees 21 Apr 14 – Targeted VSIP/VERA window 13 Jun 14– Finalize RIF notices and provide letters to employees 20 Jun 14– Conduct mandatory PPP registration 23 Aug 14– Effect RIF, separate temporary employees
