Aims • To deploy a distance education platform based on video streaming, teleconferencing and Internet • To offer a star-based, digital satellite network to partners, consisting of a number of satellite POPs, a satellite hub and a datacenter.
Demographic Facts • Brazil has 180 million inhabitants in 6,500+ counties in an area of 8,5 million square kilometers • 90% of counties have less than 50,000 inhabitants, but 40% of population • Large distances, low population densities in most of Brazil, particularly N, NE and W • Only 8% have access to Internet (17 million), 800 counties only have a POP
Conclusion: Ideal for satellite-based IP access Must be low cost, highly scalable, easily deployed

Sources of Funding • The Universalization of Telecommunications Fund (FUST) • 1% deduction of all telecomm bills since 2001: present assets of 1 billion dollars • Satellite telcos are eligible to use it in education and health projects
