  5. Stafford Act = Legal Reform “Upon a presidential disasterdeclaration, the Federal Coordinating Officer (FCO) has the authority and is responsible for managing the federal response, including the tasking of federal agencies through the mission assignment process”.

National Disaster Response Framework – Our HICS • Defines = how federal agencies will more effectively organize to recover from a disaster • Clarifies = pre-and post-disaster responsibilities for recovery stakeholders • Describes = key principles for community recovery planning • Promotes = a process whereby the impacted community fully engages and considers the needs of all its members • Emphasizes = a continuum of recovery activities for the long haul
