  1. DOCUMENT ON THE RULES OF COMMUNAL LIFE IN SCHOOLS The Local Educational Authority (USP) of Treviso is involved in an important project regarding the theme of security considered not only as public, but also as civil and social security in a wider sense. The project turns to the schools in Treviso and is being developed by a number of public bodies and experts working together for the promotion of the culture of legality and of the principles expressed in the Charter of Values and Citizenship and Integration” promulgated by the Ministry of Internal Affairs in 2007.

  2. The members of the Committeee working on the project are: • the prefect of Treviso, Mr Vittorio Capocelli • the Councillor of School Buildings in Treviso, Ms Carla Puppinato • the Principal in charge with the project within the USP of Treviso, Ms Franca Da Re • the principal of the “Besta” Vocational school in Treviso, Mr Carmelo Ruggieri • the Director of the Service for General Prevention and Public Relief in the Police Headquarters of Treviso, Mr Claudio di Paola • the Director of the Drug Addiction Department in the Health Authority N.9 of Treviso, Mr Germano Zanusso • the Director of the Juvenile Penitentiary Institution, Mr Alfonso Paggiarino • the President of the Coordination of the Volunteers’ Associations in Treviso, Mr Giovanni Grillo • the responsible of the Unicef Committee for the Schools in the Province of Treviso, Ms Alessandra Giraldo

General aims: • The “Technical document on the Rules of communal life inside the Schools”, produced by the above committee, intends to witness how a strong alliance among institutions favours the achievement of goals pursued by all citizens. Specific aims: • The document, drawn up in April 2008 by Ms Franca Da Re and other members of the committee, as well as with the expertise of Mr Antonio Fojadelli, Chief Prosecutor of the Republic in Treviso, and of Mr Andrea Esposito, Deputy Prosecutor c/o the Juvenile Court in Venice, consists in a set of rules of conduct to be used by all participants in school life: staff, parents, students.

It describes :the critical situationsthe counteractive actions the organization of the above actions according to colour codes The key to the interpretation of the colour codes is as follows: Green = preventive measures consisting of information, formation and listening actions undertaken by the schools. Blue = preventive measures consisting of information, formation and listening actions in collaboration with other institutions and associations Yellow = disciplinary actions undertaken within schools Orange = notification and intervention on the part of social and /or health services Red = notification and intervention on the part of Police Forces, of the Public Prosecutors’ Office or of the Health Emergency Service

GENERAL CONSIDERATIONSSIGNALS OF UNEASINESS: CONDUCTS TO BE OBSERVED (not to be underestimated and to restrain immediately with every kind of action foreseen, within the range of the green and blue codes or, if necessary , also yellow and orange) low school performance, lack of motivation verbal aggressiveness, arrogance, insolence, attitudes of defiance and mockery also towards the teachers isolation, estrangement, silence, depression presence of rituals, stereotypes, emotional detachment, persecutory conducts physical aggressiveness, attitudes of humiliation, derision, insults to other students antisocial conducts inside or outside school cruel behaviour towards animals hyperactivity and nutrition disorders repeated school absences (especially on Mondays) too much money of uncertain origin

The last section of the document deals with the list of health institutions offering services to schools:SERVICES OFFERED BY HEALTH OFFICES N. 7, 8 AND 9 • Consultancy on drugs or alcoholic addiction; • family guidance centre; • guidance centre for the young; • consultancy on nutrition disorders; • consulting on mental, emotional, behavioural disorders; • consultancy in case of disabilities; • consultancy on sex education and prevention of transmission of sexual diseases; • consultancy on uneasiness at school.
