Federal and State Funding Update “Effectively Competing for Discretionary Funding in FY2008 and Beyond” 30th Annual Airports Hershey Conf. Wayne Heibeck, Manager, HARADO March 7, 2007
Competing Effectively for AIP Discretionary Funding • Factors Affecting the ADO’s Discretionary Funding Levels • Project Readiness • Sponsor’s Use of Entitlements for Low NPR’s • Low Project Cost Estimates
Project Readiness *Excludes Block Grant Projects
Entitlement Funding of Low NPRs **Includes Passenger and Cargo Entitlement, Non-Primary Entitlement, and State Apportionment
Low Project Cost Estimates • FY 2006 • Cost for 18 of 62 Projects (29%) Were Significantly Underestimated. • On Average, Costs Exceeded Estimates by 22% • Unplanned Discretionary Funding of $10.7 Million. Was Required to Fully Fund Projects. • ADO’s Ability to Fund was Primarily Due to: • Unexpected Large Recoveries from Other ADOs • 13 Projects From PA Sponsor’s Were Not Ready To Go
New Regional Policy • Funding Privately-Owned, Reliever Airports • Annual Financial Analysis • Audited Financial Statements • Income Tax Returns • Recordation of Grant Assurances On Airport Deed • Grants Must Be Approved by Regional Division Manager
Based Aircraft Survey • Conducted By GCR Under Contract • Listing of Based Aircraft with N numbers. • Used to better understand each airports role in the national air transportation system, and to better plan.
