First Coordination Meeting of “Establishing and Strengthening Sustainable National Regulatory Infrastructure for the Control of Radiation Source” IAEA Project RLA/9/082 Vienna, Austria 23 – 27 May 2016 Presented By: Philip E. Gilkes Philip E. Gilkes – Medical Physicist (Queen Elizabeth Hospital) Stephen J.Harte - Environmental Health Specialist ag (Port Health, Ministry of Health) Barbados
Existing Law/Ordinance/Bill Related to Radioactive Sources Radiation Protection Act CAP 353A 1971 Customs Act 1963 as amended 2010 Miscellaneous Controls (Importation and Exportation of Goods) (Prohibition) (Radioactive Materials) Regulations, 2004, Customs (List of Prohibited and Restricted Imports and Exports) Order, 2009, paragraphs 3, 5 (2), Second Schedule Barbados
Existing Regulations Related to Radioactive Sources Local Hospital Radiation Rules 2004 Importation License granted by the Environmental Protection Department (permission given through the Miscellaneous Customs Act) Foreign Affairs (summary) Barbados
National Regulatory Body Related to Radioactive Sources The Chief Medical Officer has responsibility for ionising radiations Environmental Protection Department is the designate Regulatory Body for the authorisation, inspection and enforcement of activities However, the Ministry of Health has a trained personnel ( Medical Physicist) for the management of radiation sources and radiation-based health technologies. Industrial Application Radioactive sources are used for industrial applications, such as non-destructive testing and density, level and soil moisture gauging. The radionuclides used are Cesium-137 and Amercium-241 /Be Barbados 11
Researched Purposes There is a number of radioactive isotopes used for research purposes Cobalt-57, Cobalt-60, Sodium-22, Radium-226, Manganese-54, Cesium-137, Barium-133, Cadmium-109, Plutonium-239, Americium-241 These sources vary in strength from 1mC to 5mC. Carbon-14, Hydrogen-3 (tritium) Barbados 12
Radiation Sources- Main Gaps and Challenges Most of the sources used in industrial applications are own by private companies The number, type, activity and quantity of radioactive sources are not well known No Regulatory Laws to govern the usage, monitoring, storage, transportation and disposal of sources No national inventory of radiation sources Barbados
Main Gaps and Challenges Limited legislation to govern the use of ionizing radiation or the management radioactive sources In the main hospital under Ministries of Health, where there is a well-trained medical physicist, there is a well developed radiation safety culture. In private institutions, where there may be a lack of adequately trained personnel, radiation safety practices are questionable. Barbados
Work Plan and Technical Cooperation Barbados Plans for future uses of radioactive sources Employ Survey method and need assessment Institutional Strengthening through the National Regulatory Authority ( e.g. Develop an action plan, human resources, finance, technical personnel, monitoring equipment, training) Strategic implementation plan
Country Needs Statutory Instruments Establishment of a Regulatory Framework Establishment of Occupational, Medical and Public Exposure Control Establishment of Emergency Preparedness and Response Capabilities Technical Know-How Barbados
