Negotiations under SBSTA Report of the TEC and its work plan • The discussion and negotiations were centered on the report of the Technology Executive Committee (TEC) and its work plan. • The important issues in the report was the rolling work plan of TEC, which the members agreed that in addition to short term priorities another key activity for the implementation should be the organization of thematic dialogue on enabling environment and barriers to technology development and transfer, in its next meeting (Bangkok/Doha)
Negotiations under SBSTA Cont.... Report of the TEC and its work plan • The linking of the TEC with other institutions also featured in the discussions. Members felt that for effective operationalisation of the Technology Mechanism that was established in Cancun, it is important that the TEC works closely with other relevant institutions. Institutions have been asked to work out mechanisms and arrangements to collaborate with the TEC.

Negotiations under SBSTA and SBI The report of TEC • The report of TEC was discussed jointly both under the SBSTA and SBI as already outlined above • What should be emphasized and pursued is the need to create enabling environment and removal of barriers to technology development and transfer?
Negotiations under SBSTA and SBI cont.............. Poznan Strategic Programme on Technology Transfer • The support rendered by GEF to address the elements of the programme was discussed. The elements include: • Technology Needs Assessment • Piloting of Technology for Mitigation and Adaptation • The need for further support
Negotiations under SBSTA and SBI cont.............. Poznan Strategic Programme on Technology Transfer • Members noted the importance of Technology Needs Assessment (TNAs) as a basis for effective planning and implementation of technology development and transfer. It was noted that only few countries especially in Africa and LDCs benefited from TNAs. The GEF was invited to continue to provide financial support to the other developing countries that have not benefited to conduct or update their TNAs.
Negotiations under SBSTA and SBI cont.............. Poznan Strategic Programme on Technology Transfer cont.......... • On piloting of technology projects it was noted that only one adaptation proposal was taken on board and members were informed that it was the only adaptation proposal received.

Poznan Strategic Programme on Technology Transfer cont.......... • The GEF was invited to enhance outreach and awareness-raising efforts on funding opportunities for projects related to technologies for adaptation in order to address the need for balanced support for projects related to technologies for adaptation. • The implication is that those countries that wish to make submission on Technologies for adaptation for piloting should do it as soon as possible. The GEF was encouraged to make progress report available and to share information adequately.
Negotiations under SBSTA and SBI cont.............. • Poznan Strategic Programme on Technology Transfer cont.......... • The members agreed on the continuation of the GEF to implement the Poznan work programme and stressed that the activities should be aligned with operationalisation and activities of the CTCN to avoid conflicts. • The Key issues is that whatever the host of CTC will be the GEF should continue to cooperate and collaborate in the development and transfer of technology while implementing the Poznan Strategic programme.
Negotiations under SBSTA and SBI cont.............. Selection of the host institution for CTC • The meeting discussed the evaluation report and noted that 9 proposals were received from interested organizations and executive summaries of the 8 of these have been posted on the UNFCCC website.

Selection of the host institution for CTC • As result of evaluation based on the criteria provided, the following institutions were shortlisted in accordance with their ranks. • United Nations Environmental Programme (UNEP) • Global Environmental facility (GEF) • Det Norske Veritas

Selection of the host institution for CTC cont....... • The Secretariat has been asked to promptly begin discussions with the ranked institution on the key elements of the potential host agreement after the closure of the 36 SBI. • In case of the disagreement or inability of the first ranked proponent to take the offer then discussion should be held with the 2nd and 3rd proponents in parallel. The outcome of these discussions should be made available by October 23rd for consideration by SBI at the 37th SBI in Doha.

Selection of the host institution for CTC cont....... • The successful host institution will be declared in Doha and GEF is invited to support its opertionalisation and activities without prejudging the selection of the host. • We would like to see the process of selecting the host be expedited to ensure operationalisation and effective full implementation of the Technology Mechanism as soon as possible.
Conclusion • There is need to entrench and resolve the issues concerning International Property Rights in the negotiations, in order to effectively implement the Technology mechanism that was established by the Cancun Agreement. • Looking orward to full operationalisation of the Cancun Technology Mechanism in Doha.
