  3. Early Adopter Process Details The process for Early Adopters will have multiple steps and no Agency will be forced to participate… • Step 1 of the process is to express interest in becoming an early adopter. Many Agencies have already completed this step by indicating specific areas of interest in the eDeployment initiative. • There are multiple components to Step 2: • Agencies that have signed up as early adopters will work with the eGovernment team to finalize the early adopter project scope. • Simultaneously, the Executive Council will be working through defining and approving the Enabler’s Costs. • Finally, the early adopter Agencies will be working to identify the financial and personnel resources that they can provide towards the implementation effort. • Following Step 2, Agencies will decide whether or not they intend to continue with the early adopter process. • Step 3 is the decision point in the process - • As part of Step 3, Agencies that decide not to continue with the early adopter process due to lack of budget, personnel resources or other factors will consider joining the effort for USDA-wide adoption. • Agencies that decide to continue will formally agree to the conditions of the early adopter agreement. • Finally, in Step 4, Agencies will begin the early adopter implementation process. The full implementation will consist of tasks related to Agency specific requirement definition, project planning, design, build, rollout, and continued operations/support of the initiative.
