17. How to obtain Sector Membership? 1. To be approved by the administration of the Member State, first; 2. Apply for the membership in the form* …… e.g., 3. with different contributory units in a range of some US$ 2,300*, US$ 4,600 to US$37,000 & beyond, as examples of 2002-2003, depending on members’ choice. * The 1/16 class unit is reserved for Sector Member of developing countries only * More details at the proceedings

18. How to submit papers or proposals ? Depending on the nature of meetings & conferences, and Example: taking into account interests of one’s own organizations, before or during the meetings One can submit its proposal to the indicated contact(s) - on its own or - with others jointly for same interests or subjects.

19. How to participate in the meetings ? • One can simply attend the relevant meetings for information gathering or sharing; • But you are encouraged to have more active participation in decision-making through effective interventions or expression of your interests or views during the meetings per se; and • even attend any informal or working group meetings, where actual decisions can be sometimes seeded, especially for controversial issues, • Build up expertise & networking with other attendees through consistent participation in the relevant meetings and activities, last but not least • Play as rapporteur(s) &/or chairperson(s) in the relevant meetings.

Scenario 1 Nominated person(s) on ad-hoc base from responsible Administration (State Member) and/or Sector Member(s) - prepare for and/or - participate in specific meetings,when necessary, in specific year(s) CONS: Lack of consistency & expertise built-up PROS: Minimum expenses

21. How to follow-up ITU meetings at home ? Scenario 2 Relevant personnel from responsible Administration (State Member) and/or Sector Member(s) - prepare for and - participate in the relevant meetings in a consistent manner. CONS: Possibility of non expert PROS: Minimum expenses with consistency

22. How to follow-up ITU meetings at home ? Scenario 3 Form an ad-hoc Expert Group for a specific meeting, through which part-time expert(s) from various national entities - meet on a regular base for a certain period, - study specific issue-area(s) &/or - participate in the specific meeting,when necessary, in specific year(s). PROS: Expertise in the specific meeting CONS: Lack of consistency & extra expenses for experts

23. How to follow-up ITU meetings at home ? Scenario 4 Form a National Committee (e.g., ITUJ & TTA-Korea etc.), through which the relevant ITU meetings - especially, Study Groups of ITU-T & ITU-R, can be closely followed-up on a regular base with closer coordination & cooperation between the Administration & its members (e.g., experts from various national entities). PROS: Consistency & expertise in various meetings CONS: Expenses* for running the committee (* They can be covered by their own products /services.)

24. How to involve in the projects ? • When there is a need or idea, • Contact the relevant Administration of the Member State and/or the ITU/BDT, • Then, the need or idea can be reflected under - the annual action plans or - ad-hoc direct assistance, when appropriate.

25. How to use or form partnerships ? Join the various existing partnership schemes - e.g., training, EC-DC etc. - through indicating interests or contacting the relevant project managers; and/or Propose ITU/BDT to form a partnership on its own or with other interested parties in such areas as many ITU State and Sector Members can be benefited.
