Perspective Change • Governor Bush: • “target our resources for high wage jobs in targeted areas and space is one of them” • Steve Kohler, President: • Seek alternative sources of income beyond appropriations • Less dependent on state subsidy • Emphasis on facilitating commercial launch activity • Increased Board of Directors involvement – Committee interaction
Operations begin • Governor’s Commission Recommendation • “Consolidate Florida’s existing space entities into a new organization” • Space Florida Act implements Commission Recommendations • New Board of Directors named August 2006 • Space Florida activated 01 Sep 06 • New President aboard earlier this month
New Organization • Space Florida Act – HB 1489 • Be Florida’s single space POC with three foci: • Business Development / Finance • Education / R&D / Workforce Development • Spaceport Operations • Work with federal & state agencies (i.e.,): • NASA / FAA / USAF • Florida Department of Education • Florida Department of Transportation • Workforce Florida • Enterprise Florida

ORION Incentives • Aim: Get contractor to locate Final Assembly in Florida at KSC • Seek to do non-traditional work in Florida at the launch site • Extensive discussions with both Contractors (Lockheed Martin and Northrop Grumman/Boeing) during proposal stage • Established partnership with NASA KSC: • Identify facilities available • Provide cost information • Worked with Governor’s Office to develop an incentive package attractive to both contractor teams • Data and products provided to both contractor teams • Available facilities, capabilities, advantages for locating near the Launch Site • Included modeling, engineering studies, and State Incentives. • Governor Bush interacted with both Contractor Senior Manager Teams with direct offers of a $47M Incentive Package if the ORION Final Assembly would be located in Florida.

The Way Ahead • Find ways to maintain Florida’s skilled workers when STS program retires in 2010 • Find more ways to leverage ORION: • Supply-chain & support contractors • Assess projects, commitments and property holdings of the agencies that are being folded into Space Florida. • Enable new investment in space • Not necessarily being the owner and operator of lots of buildings and facilities
