Work Plan Part 1 Outcome 2018 Output 2014 Mechanism for coordinating new policy and normative developments related to DRM across NRRC Flagships is established and maintained. National development of legal, policy and normative frameworks related to DRM coordinated and prioritized guiding the coherent development of GoN institutional and legal frameworks and practices for DRM

Work Plan Part 1 Update: Coordination of policy and normative developments related to DRM The proposal continued: • Flagship 5 Advisory Committee reviews prioritization of gaps/ ongoing work at each meeting feeding back on points of coordination to relevant ministries and flagships. Recommends to NRRC Steering Committee • Flagship 5 Coordination Team accompanies ongoing policy/normative development work to identify issues of consistency, coherence, overlap and reports to Advisory Group in case of challenges.

Work Plan Part 2 Outcome 2018 Output 2014 Process of enactment & dissemination of DM Act supportedas needed Development of DRM policy supported Approaches to mainstreaming DRM at national & local level shared and lessons learned identified Experiences with budgetary allocations for DRM assessed to identify options on how to bring budgetary and other financial (donor) allocations to DRM together under set of transparent and accountable mechanisms. 1. Legal and institutional framework establishes national and local structures with accountability for Disaster Risk Management in line with the NSDRM (-2015) and its succeeding strategy 2016 onwards
Work Plan Part 2 Progress Update: DRM Mainstreaming/Financial Mechanisms • Focus: Document lessons towards good practice guidance • Ongoing with Flagship 4 – document lessons from DRM mainstreaming at local level • Committed • F5 -- Desk review of support to national level DRM mainstreaming • UNDP-MoHA -- Assessment of mainstreaming experiences through CRM/DRM focal point system • NPC – Documentation of financial allocation in TYP • Other Flagships -- Documentation of mainstreaming experiences with selected line ministries to be determined
Workplan Part 3 Work Plan Part 2 Outcome 2018 Output 2014 Key ministries have a shared mapping and prioritization of key DRM capacities/functions for capacity development and are able to coordinate external capacity development support to these. 2. Key national institutions – nodal and line ministries -- have adequate capacities for key functions supporting DRM including development of policy and normative standards, strategic planning and financial allocations, coordination, management, monitoring and evaluation of DRM in their respective areas.
Work Plan Part 2 Outcome 2018 Output 2014 Common analysis of current programming related to safe building construction is established Elements of a national plan of action for safe building construction are established: Conceptual framework or theory of change Common assessment of knowledge gaps and a research, monitoring and evaluation plan to address these Common principles and minimum standards 3. Safe urban and semi-urban building construction is guided by fully implemented National Building Code and retro-fitting guidelines (seismic and other risk reduction); Risk-sensitive land-use planning; systems to build capacities of service providers; coordinated approaches to demand creation; and monitoring & enforcement of compliance
Work Plan Part 2 Progress update: Safer Building Construction End Sept 2015 • Mapping exercise initiated under DUDBC-F5 to provide: • current picture of “who is doing what, where” and what is working/not working • Towards establishing a common analysis of current programming -- coverage, good practices, potential gaps, duplications Lessons learned Workshop Mapping “National Plan of Action”
Work Plan Part 2 Outcome 2018 Output 2014 To be supported by NRRC Sect given capacity gaps in 2014 Initial mapping of PPP experiences in DRM and wider PPP efforts in Nepal is carried out Work initiated on a national strategy for PPP based on existing experiences and lessons in PPP in Nepal and globally 4. National DRM strategies and actions supported by growing private-public partnership spanning DRM role of private sector for own resilience as a business, for its role as actor in national development and disaster recovery, and for contribution to wider national resilience.
