PRIORITY AREAS • Representing the interests of LSG in creating an environment that provides consistent decentralization (advocacy) • Support to the capacity building of members • Exchange, communication and cooperation of the SCTM members at inter-municipal and international level • Capacity building of the SCTM
ADVOCACY • Cooperation with the State organs (Agreements with the National Parliament, Government, MPALSG, Ministry of Environment and Spatial Planning, Ministry of Health ...) • Successful cooperation with ministries of: Economy and Regional Development, Foreign Affairs, Defence, Finance, Education, Labour and Social Policy, Telecommunications and Information Society ... • Contribution in the preparation of legislative proposals and model laws: Law on RD, Law on Communal Police, Law on Planning and Construction, Law on Social Housing, Law on Public Property, Law on Local Elections... • Initiatives addressed to the Government in various fields (environment, LED, Social Services, RD, local finance, urban planning and housing ...) • A large number of analyses, studies, strategic documents (EE, public utilities, rural development, social protection...) • Prepared model documents (statutes, decisions ...)
Services to members – support to the members’ capacity development • Local Capacity BuildingSupport Centre -Support to the development of strategic plans (Exchange 2 - 25 local authorities supported in developing sustainable development strategies, analyses and recommendations prepared for the implementation of program budgets, SLAP system) • With the support of DAKU team (Ministry of Finance) initiated a participatory process of planning IPA funds • Successful implementation of the credit support programme for local infrastructure projects • Advisory Centre (providing technical advisory support, databases, network of local liaison officers) • Training Centre (new trainings developed, database of trainers, approximately 130 training events per year on 50 different topics are being organised)
