What is Clear Skies? £10 million Clear Skies initiative aims to give homeowners and communities a chance to become more familiar with renewable energy by providing grants and sources of advice. Funded by the DTI, managed by BRE and operates in England, Wales and Northern Ireland. Scotland is covered by a dedicated scheme funded by the Scottish Executive.
Scheme objectives • Raise awareness and interest in renewable energy • Help to further develop UK renewable energy industry • Aim of scheme • 2,800 household installations • 275 community installations • 60 feasibility studies. • It’s a great opportunity for schools!
Technologies and grant levels for community organisations • Solar Thermal • Wind • Micro Hydro • Ground Source Heat Pumps • Automated wood pellet stoves • Wood fuelled boilers Not Photovoltaics - Major PV scheme provides grants • Capital grants = Lower of 50% of installed cost or £100k • Feasibility studies (limited funds) = 75% of costs (max of £10k)
Application procedure and forms • Grant application forms available on web • Registers of installers and products available on web • Household applications - grant applications on rolling basis - grants paid after installation • Community applications - applications assessed quarterly - assessed by selection panel - 30% upfront, 70% after installation - next call 30th January 2004
Community applications – raising quality • Competitive selection and assessed on issues such as • Value for money and technically sound • Community involvement and benefit • Plans for raising awareness of renewable energy in the community • Linking into energy efficiency • Linking in to wider sustainability issues • Proposed scheme demonstrates presence of match funding • Scheme is financially viable in the longer term • Grant scheme achieving an even spread of technologies • Grant scheme achieving an even geographical spread of schemes
Schools involved with Clear Skies Approved Schemes: • Wind – Nidderdale, Suffolk • Solar Thermal – Leicestershire, Buckinghamshire, Surrey Recent Applications • 7 schools • Applying for Ground Source Heat Pumps, Biomass, Solar Thermal & Wind • 2 schools planning to install 2 technologies
Schools involved with Clear Skies - Brill C of E School, Bucks • Hill top village location, primary school, 150 pupils, has swimming pool • Plan to install Solar Thermal & Wind • Windmill in village since 1680 • The installation of the wind turbine would seek to recreate the link between harnessing the natural energy of wind power here in Brill for the good of the community. • Potential benefits include - £2K reduction in fuel bills; more use of swimming pool; monitoring for educational purposes
