RF Government decree №1891-р of the December 22nd, 2003 Оn approval of implementation plan of the second stage of «State Policy in Healthy Nutrition of the Population of the Russian Federation by the year 2005» RF Government regulation №917 of the August 10th, 1998 «On State Policy in Healthy Nutrition of the Population of the Russian Federation by the year 2005»
The primary task of the State policy in healthy nutrition is to create economic, legislative and material basis providing for : • producing of food raw materials and foods in essential quantity; • availability of foods for all sections of the population; • high food quality and safety; • teaching the population to the principles of rational nutrition; • permanent nutrition monitoring; • «On State Policy in Healthy Nutrition of the Population of the Russian Federation by the year 2005»

Federal Regulation of the Russian Federation On sanitary and epidemiological well-being of the population State sanitary and epidemiological regulations and norms (further on sanitary regulations) – are normative legislative documents fixing sanitary and epidemiological requirements ( including criteria of safety and/or harmlessness of habitat factors for a human being, hygienic and other norms),which nonobservance threatens a human life or health as well as causes illnesses ( Article 1) State sanitary and epidemiological surveillance – are the activities for prevention, revealing, restraining violations of legislation of the Russian Federation in the field of sanitary and epidemiological well-being with the view to secure population’s health and habitat (Article 1).
More then 70 specialists from 15 medical institutions took part in elaborating this document. There was used the material of 20 non-medical institutions It holds more than 6000 levels of contain of chemical and microbiological contamimnats Recommendations of FAO/WHO Codex Alimentarius Commision were taken into consideration while the levels were being elaborated Safety indices are at most harmonized with EC directives
Hygienic norms of food additives application Recommendations of FAO/WHO Codex Alimentarius Commision were taken into consideration while the levels were being elaborated Safety levels are harmonized with EC directives The list of flavoring chemical substances authorized to be used in aromatizers production is harmonizes with EC documents FEMA-GRAS classification was used when elaborating it.
