Task WA-01-C3 Recent Progress and Key Outputs for 2013

The symposium in Geneva showcased global cooperation in arctic data collection, research, and monitoring for cold regions. Participants highlighted activities, challenges, and opportunities for enhancing coordination and leveraging international initiatives like SAON, SIOS, and more. The event addressed the importance of observing cold regions for water, climate, ecosystems, biodiversity, and societal benefits. Discussions included plans to contribute to the GEOSS DataCORE and create a portal for cold regions. The symposium emphasized the need for collaboration, white papers, and developing terms of reference for a coordination mechanism. Attendees explored future partnerships and initiatives to support sustainable development and informed decision-making in cold regions.

  1. GEO Work Plan Symposium 2013 WA-01-C3: Information Serves for Cold Region5 June, 2013Geneva, Switzerland

  2. Task WA-01-C3 Recent Progress and Key Outputs for 2013 • Building on the Past and Existing Activities • Enhance the Arctic Data/Information coordination for Cold Regions by international programs (SAON, SIOS, PEEX, INTERACT, ABDS-ABA/CAFF, Cryoclim) and National/Institutional programs/Projects (China, Germany, Italy, and Switzerland) • Remote Sensing of Antarctic - Land Cover and Mapping • Initialize the coordination of the lower latitude Mountain Cold Regions observation activities (with EC-01 part) via in-situ and satellite observation and application, for example, SHARE/NextData Network, CEOP-AEGIS, TPE, ICIMOD, IMIS/SwissEx and etc. • Satellite Data Coordination Support

  3. Disaster Health Agriculture Cold Regions Its CORE are the Cryospheric Components (solid water) It includes snow, sea ice, lake and river ice, glaciers, ice caps, ice sheets, permafrost and seasonally frozen ground, and solid precipitation GEO nine Societal Benefit Areas Water Climate Energy Weather Ecosystem Biodiversity

  4. Arctic Observing Operational Observing (international and national) Community-based Observing; Local & Traditional Knowledge Research Observing Arctic Building Blocks 1 2 3 4 5 etc. Global Observing SAON A Gateway to Arctic Data Scientific Research& Education Decision- Making Policy- Making Data Products Forecasting & Prediction Arctic and Global Value-added Services & Societal Benefits SAON will promote coordination & improved services

  5. Other Polar (Arctic) Projects (list not comprehensive): • Cryoclim (Norway) • Svalbard Integrated Arctic Earth Observing System (SIOS) • INTERACT – International Network for Terrestrial Research and • Monitoring in the Arctic • PEEX – Pan Eurasian Experiment • National Support : Italian Arctic Data Centre / Chinese Polar Mapping • …(other projects) • Mountain Projects: • Swiss Experiment Platform (SwissEx) • CEOP-AEGIS • TPE Program • ICIMOD data bases • SHARE NEXTDATA GEONetwork (EvC2CNR) • …(other Porjects) • Monday’s meeting suggested that there is a role for a coordination mechanism and an informal forum to discuss observational issues.

  6. Pan Eurasian Experiment In-situ Measurement Built on existing network atmospheric measurements

  7. Antarctic Landcover v1.0

  8. Third Pole Environment Database

  9. Cold region specific data of the Swiss Federal Institute for Forest, Snow and Landscape Research (WSL) IMIS network Cryosphere Data: -166 stations over Switzerland -221 observers nationwide reporting weather and snow parameters -Some research data contains long time-series (Weissfluhjoch: 75 years) Ecological Data Swiss Experiment Platform (SwissEx)

  10. Space Observation Support to the Polar programs • Polar Space Task Group support etc…

  11. Activities and workshops • Joined the 2nd and 3rd Boarding meeting for SAON, 2012~2013 • Join the 2nd and 3rd PSTG meeting, Geneva, 2012~2013 • ECPORS IV / WMO, Lanzhou, 2013 • EO4Cryosphere, ESRIN, 2012 • GEO WATGLOBS meeting, April, 2013 • WebEx and Consultative side meetings, 2012~2013 • Arctic Observation Summit, Vancouver, 1-3 May, 2013 • The GEO Cold Regions Leads held a Webex meeting, 22, May, 2013 • GEO Cold Regions Meeting/Workshop, Geneva, 3rd, June,2013

  12. Cold Regions cuts across many GEO themes Synergies with other Tasks Opportunities for collaboration • Water Components • Ecosystem Task - Mountain Ecosystem and Arctic Ecosystem (Domain area) • Climate Task • Biodiversity • On Monday, it was agreed that for this phase of GEO we should see how it develops to assess if it should become a cross-cut in before or post-2015.

  13. Challenges and Issues (evolution since 2012 Work Plan Symposium) • Motivational description needs to be refined • Lack of Point of Contact / Coordination (One volunteer has come forward, more are welcome). • May need to develop a white paper with Terms of Reference (ToR) for a Coordination Organization Mechanism • …

  14. Showcase proposed for GEO Ministerial Summit • One showcase from BLB : Cold Regions - Cold regions seen through a modern explorer's eyes Possible links to Sprint to Summit demonstrators • The Cold Regions component has potential to support Climate, Ecosystem & Biodiversity and Ocean StS activities.

  15. Contributions to the GEOSS DataCORE • INTERACT plans to contribute to DataCORE • Possible: Propose to develop a Cold Regions portal

  16. Ways of Extending Task Participation • Joint task with SAON • Possible co-organizer to Arctic Observation Summit (AOS) • Under discussion: Set up Advisory Panel or Board or Community of Practice • Organize Workshops • Hold regular WebEx meetings
