Roots and context of the PEMP - The creative industries will grow and be one of the future's industries globally - and in the NPP-area as well. - The creative industries are permanently in need of new ideas, new methods and new labour - what the young can contribute to. - The young people that lives in the area today constitute the recruitment basis for the industry – at the same time that gives the opportunity to implementation of new methods, processes and ideas from the young. - One of the cornerstones is to create meetings between the established and the youth and to develop platforms where possible. - An important stage is to increase employability of students at creative companies and that these as well are expected in contexts where they can sell products and services (eg. on infrastructural events, film festivals etc).
Aims The PEMP project is aiming to develop a service which will enable to: Increase young creators’ and students’ employability Increase the creative industries’ employment recruitement basis Increase the creative industry and traditional industry willingness to employ creative people.
Activities and content to achieve the aims • Build networks and strengthen knowledge transfer between the creative industries, the educational institutions and young people • Create new and develop existing physical and virtual meeting places between young people, educational institutions and the existing creative industries (and potentially traditional industries) in the region • Develop and implement a new employment bank with a new form of portfolios and ”organic” CV: s on the communication platform (virtual meeting place) • Examine and disseminate the young creators/students new work forms and methods to the creative industries (and potentially traditional industries) and the educational institutions in order to bridge competence loss in the regions • Visualize the young creators products and main project services on the communication platform

Cinemagic, a children’s film festival, 49 Botanic Avenue, Belfast BT7 1JL Norway: RockCity Namsos, PB 167 Sentrum, 7801 Namsos Greenland: “Business Academy Greenland”, international coordinator Per Thomsen (experience from Leonardo projects); “3900 pictures” – Greenlandic film company and “Inuk Media”, Possible partners in Sweden: Film i Västerbotten, the University of Umeå, the University of Luleå (LTU Skellefteå), Mötesplats Upplevelseindustrin Piteå, Filmpool Nord in Norrbotten, the branch organisations The Lodge (Skellefteå) and Umeå Creative Industry Association (Umeå), upper secondary schools etc.
The envisaged partnership consortium Page 2 Possible partners in Finland: KTUAS has a considerable amount of contacts With several of presumptive partners through and experience on – international ERDF projects – and has coordinated Interreg IIIB NP projects BIRRA and PICYBU, as well as FP6 project TeRIS) and is now coordinating three Interreg IVB NPP-projects DARRA, RRR and NoCry. NoCry partnership contains a lot of possible partners for PEMP (we will also find out how it would be possible to use the services and contents Created in KTUAS´ NoCry project). They could be for example The Nerve Centre in Northern Ireland with strong experience in creative sectoreducation, Tvibit in Tromsö, Norway,arranging annual Nordic Youth film festival, Klippfisk in Faroe Islands with their film education and development experience (FISK film summer schools), Moray College in Scotland with wide experience in education and arranging Moray film festival, Oulo International Children Film Festival in Finland and Cork Film Festival in Ireland. POEM in Oulo and Film Camp in Norway are also presumtive partners.

To compose and produce education and courses To build websites and social forums Knowledge about the companies needs and demands Knowledge about networks, competence and skills in the creative industries Examples of potential additional partners? Partners in the creative industry, eg. branch organizations Universities and other educational institutions and organizers which deals with programmes/courses in the field of media, film, web, game etc. Media and culture programme in upper secondary schools Partners that have experience of web platforms for young creators (should be contracted) Our wish is to find other presumptive partners in all countries in the NPP-areas
Possible associated partners • Filmfestivals • Other coordinators of event for the creative industries • Regional centers for film and media and regional production centres
Transnationality It´s very important that this project is implemented transnationally. Since our northern regions all have quite a small population, it is important for both the young people and the companies, to discover the possibilities with working cross borders between our regions. It’s important for the survival of the business to co-operate internationally and support each other, with e.g. synergetic methods, and to create new pedagogical and working methods to meet the global competition. One of these methods is this project. The project want to increase the competence in schools and universities in these areas, but also to make young people and the creative industries aware of each other. The possibility: “Export” of the creative services and products do enable the creation of a bigger market basis - even what the inhabitants in the NPP-area can contribute with.
PEMP:s current status Until now: Applied in Feb. Positive decision from NPP 100412. Apr: Meeting in Northern Ireland on NPP´s Phoenix 2010 Partenariat where we will discusse with the aim to find partners and make the cooperation deeper, concerning development of the creative industry, exchange of ideas between the partners, the companies and the schools/universities in the regions. May: A lot of contacts will be taken and a new meeting with nearly committed partners to create ideas that support the development of the creative industry in the NPP-area will be arranged. Jun-Aug: Continuing searching for other partners in the NPP-area and decisions of priorities in the main project and a meeting with the NPP-office. Sep: How to Apply Seminar in mid-September 2010. Sep-Oct: Writing on the application of the main project.
Challenges How to get the companies interested? “What´s in it for us?” How to find the best way in to, and co-operation with, traditional educational institutions – and do we have time for that? How to use and develop existing virtual platforms concerning eg. choice of the best model, main service, supporting components and IP (intellectual properties) How to involve and limit concerning which branches we will include? How to involve traditional sectors that could employ young creators? Do we have to compete with other investments in the regions? Diversing or conflicting interests? Who is the most appropriate lead partner? Authority and weight?
