State and Local Emissions Inventory System Background • EPA introduced the new Emissions Inventory System (EIS) for the 2008 reporting year • Some 20+ state and local air quality management agencies previously using the i-STEPS software product (based on previous EPA system) to manage emissions inventory data • A consortium of state agencies was formed to develop a new, shared point source emissions inventory system • The new State and Local Emissions Inventory System (SLEIS) would replace i-STEPS • Enables electronic data collection from facilities, supports agency quality assurance, and allows reporting to U.S. EPA EIS

State and Local Emissions Inventory System Consortium Members • Arkansas Department of Environmental Quality • Arizona Department of Environmental Quality • Delaware Department of Natural Resources and Environmental Control • New Hampshire Department of Environmental Services • West Virginia Department of Environmental Protection • Metropolitan Government of Nashville and Davidson County, Tennessee • ~20 companies from the regulated community also participated throughout the SLEIS project

State and Local Emissions Inventory System Solution Overview • Enables WV DEP’s regulated community to submit point source emissions inventory data, and related meta-data, to WV DEP through a public, web-based application • Provides a secure reporting mechanism (CROMERR-compliant ) • Supports multiple reporting years of emissions inventory data (current and historical) • Enables WV DEP to manage, review, and validate the collected data • Highly customizable, allowing WV DEP to configure the system to meet their own unique needs • Manages the generation and submission of required data files to EPA’s EIS from WV DEP

State and Local Emissions Inventory System User Registration • An individual user account must be established for anyone wishing to use SLEIS • Your email address will serve as your user ID to log into SLEIS. Once registered, it cannot be changed. If you change your email address, you must re-register with the new address. • Each user must complete the registration form once for each facility they are requesting access to • The registration form is available at: http://www.dep.wv.gov/daq/planning/inventory • Please mail registration forms to WV DEP, or preferably email them to: DEP.AEI@wv.gov • Once WV DEP has received and processed your registration form, you will receive an email notification containing a link to the SLEIS web site and the initial password setup page

State and Local Emissions Inventory System Changes in Procedures for 2012 Inventory • Data Request Letter and Due Date: • WV DEP plan to send the Data Request Letters for calendar year 2012 on December 31 to those facilities that are listed as NON-deferred Title V sources in their fees database. • Letters should begin arriving January 2, and the submittal deadline will be March 29 • However, SLEIS is brand new and preparations for requesting the 2012 inventory data will be much more extensive than in the past • If WV DEP fail to meet December 31 deadline for our mail-out, they will extend the due date accordingly • WV DEP will keep you posted via their website at: http://www.dep.wv.gov/daq/planning/inventory

State and Local Emissions Inventory System Changes in Procedures for 2012 Inventory • Confidential Business Information (CBI): • When WV DEP used i-STEPS, they asked companies with CBI to make two separate submittals: one with completely NON-confidential data and another with confidential data • They will maintain this basic process under SLEIS except: • Only NON-confidential data should be submitted through SLEIS; • Confidential data should be sent by email or other suitable method. If sent by email, please send to: DEP.AEI@wv.gov • The most critical data sometimes considered CBI, and which is needed most frequently, is fuel combustion rates – in particular the amount of coal burned. Please be sure to report fuel quantities burned directly into SLEIS or separately as CBI.

State and Local Emissions Inventory System Changes in Procedures for 2012 Inventory • Forms, Guidance: • Please be sure to send WV DEP the Declaration of Data Confidentiality document as in the past • Continue to send the Certification of Data Accuracy and the Title V Cross Reference Table • Mail these forms to WV DEP or preferably email them as PDFs and spreadsheets. If sent by email, please send to: DEP.AEI@wv.gov • The guidance documents and EPA’s PM Calculator will be carried forward. • WV DEP will prepare additional PM guidance and post it on their website.

State and Local Emissions Inventory System Changes in Procedures for 2012 Inventory • PM Issues: • In the past, WV DEP has not been diligent in assuring PM pollutant reporting to ensure consistency with EPA’s systems • With its more recent emissions inventory rules EPA has required more complete reporting by the states, in particular of PM2.5 • Because PM pollutant data in i-STEPS reflected incremental pollutant codes updates, without removing the old ones, there has been significant delays in submitting PM2.5 redesignation requests • Therefore, when PM is calculated, the three filterable size fractions (PM, PM10, and PM2.5), plus PM-condensable, are needed • Please don’t report any of the PM-primary fractions – they’ve actually caused problems resulting in misinterpretation of the data
