State and Local Emissions Inventory System Introduction • The SLEIS application is a new system that will enable facilities to electronically report emissions inventory data to the Clean Air Branch (CAB) • Supports CAB quality assurance of data, and allows direct reporting to U.S. EPA Emissions Inventory System (EIS) • The SLEIS application will replace the old method of receiving emissions data by CD • CAB looks forward to working with facility representatives for the transition to SLEIS *See Backup Materials
State and Local Emissions Inventory System Background • EPA introduced the new Emissions Inventory System (EIS) for the 2008 reporting year • Some 20+ state and local air quality management agencies were using a software product, to manage emissions inventory data, based on the previous EPA system • A consortium of state agencies was formed to develop a new, shared point source emissions inventory system that aligned with EIS • The State and Local Emissions Inventory System (SLEIS) was developed, and has since been deployed to ~10 state agencies (and growing) and one tribe

State and Local Emissions Inventory System Solution Overview • Enables the regulated community to submit point source emissions inventory data, and related meta-data, to CAB through a public, web-based application • Provides a secure reporting mechanism (CROMERR-compliant ) • Supports multiple reporting years of emissions inventory data (current and historical) • Enables CAB to manage, review, and validate the collected data • Highly customizable, allowing CAB to configure the system to meet their own unique needs • Manages the generation and submission of required data files to EPA’s EIS from CAB
State and Local Emissions Inventory System Data Migration • Windsor migrated EPA EIS data after CAB submitted 2012 facility emissions inventory reports to EPA • AERR A facility data in SLEIS is now consistent with the 2012 facility emissions inventory reports • CAB will make AERR B facility data in SLEIS consistent with 2012 facility emissions inventory reports prior to the beginning of the Official Reporting Period • CAB will provide details on the status of AERR B facility data during facility registration. • CAB will work with facility representatives to ensure that AERR B data will support facility needs during the test period • The SLEIS data migration effort will incorporate 2012 facility data to provide the most updated facility information for 2013 emissions inventory submittals

State and Local Emissions Inventory System User Registration • An individual user account must be established for anyone wishing to use SLEIS • The appropriate form(s) must be completed to register users for each facility they are requesting access to • Your email address will serve as your user ID to log into SLEIS. Once registered, it cannot be changed. If you change your email address, you must re-register with the new address. • When your account is created, you will receive an automated email notification with a link to the password setup page • The registration forms and instructions are available from the SLEIS Homepage at: https://eha-cloud.doh.hawaii.gov/sleis
State and Local Emissions Inventory System Changes in Procedures for 2013 Inventory • The SLEIS application will be made available for testing from April 24, 2014 to July 31, 2014: • Become familiar with the SLEIS application and review data migrated for your facilities • Translate current file format to SLEIS import file format • Following the testing time period, the database will be “reset” (any data entered/changed during the test period will be lost) • CAB expects to open the official reporting period by August 1st, 2014, with a submittal deadline of October 31, 2014. State and Local Emissions Inventory System Your Next Steps • Complete and send registration forms to access SLEIS • SLEIS test site will be available April 24, 2014 to July 31, 2014: • Familiarize yourself with the SLEIS application and review your migrated data • Translate your current file format to the SLEIS import file format, and test your SLEIS import files • Begin official emissions inventory reporting starting August 1st • Submittal deadline is October 31, 2014
