Federal purchasing power is $250 Billion! • EP = environment + price + performance • Every purchase has health and environmental impacts
By Buying Green • We conserve… • foreign and domestic raw materials • landfill space • energy in securing, transporting, and manufacturing • Create jobs, markets, and revenues • Decrease greenhouse emissions earth
Environmental Purchasing • recycled content products • biobased products • energy efficient products • water efficient products • non-toxic products EVIL
Environmental Purchasing • Specifying Green Products • Careful selection • Buy locally produced materials • Consider packaging • Think Lifecycle Costs • Plan (early) • Prioritize Sustainability has to be incorporated into design at the beginning. It can’t be an add-on at the end.
Incorporating Green Products into Specs • SOW must reflect your commitment • Identify criteria • Include recycled content – what %? • Toxicity levels – what levels? • Know your federal requirements • CPG • Biobased • Energy Star • Watersense JOTR organic soil stabilizer
Challenges The less we consume in terms of products and packaging, the less energy is used and fewer GHGs are emitted. • How do you evaluate and track purchasing? • What are your incentives to waste? • Decentralized spending • Smart cards – everyone has them
Opportunities • green janitorial products • biobased hydraulic fluids, greases, chainsaw fuels • RC building products (i.e. insulation, restroom partitions) • environmentally friendly paints and carpet and non-carpet • sustainably harvested wood • water-based solvents and adhesives; no VOC’s • alternatives to pressure treated lumber • non-lead practice bullets • buy green office products
Sustainable Design and Construction • High performance, energy efficient, healthy • Use green standards (LEED and SBIP checklists) • Use Whole Building Design Guide specs www.wbdg.org • PWR Directive 48: Sustainable Design and Construction • Historic preservation is a sustainable practice • Passive design and net zero energy Buildings contribute up to 48% of GHG emissions
Mt. Rainier NP’s new Henry M. Jackson visitor center meets LEED standards
Lassen Volcanic NP’s new Kohm Yah-mah-nee visitor center is certified LEED Platinum
All projects produce waste • Include Construction Waste Management Plan (job recycling) in specs • Whole Building Design Guide specs
Throwing away one less large bag of garbage every two weeks can reduce GHG gas emissions by more than half a ton a year. If we used 10% less paper, we would save 1.6 million T of GHG, and keep 280,000 cars off the road for one year.
Recycling - reduces use of virgin materials and emissions generated during production and transportation, reduces energy demand • Composting - uses aerobic process to produce a usable product - does not produce methane, 23 X as potent as CO2 – which is anaerobically produced in landfills • Reuse and waste prevention - reduces the • production of new materials, resulting in fewer GHG • emissions, including less waste at end of product’s life
Integrated Solid Waste Alternative Plans (ISWAP) • Evaluate system components • Identify waste diversion rate • Improve tracking • Reduce system costs
ISWAP Funding Criteria Infrastructure: containers, equipment, composting Cost difference for green products Further studies Educational materials and programs School and public outreach North Cascades Mount Rainier
Can your park improve its solid waste management? • Tracking quantities and diversion rates • Monitor fill rates • Containers and signage in visitor use areas • Remove more trash containers along drive-bys • Recycling located next to trash • Pack-in and pack-out • Concessioner tracking and accounting • Concessioner food packaging • Reduce plastic drinking water bottles • Electronics disposal
Tools, Guides, and Resources • Solid Waste Mgnt. Handbook • 2008 on-line • Green Purchasing How-To • Green Office Practices • Best Management Practices • Green Janitorial Products and Practices • Waste and EP tracking sheets • (free) EP training for parks • Green Voice Newsletter
