Hymn to Mountains yatharvaveda, BhaktiSuktam Pleasant be thy hills, O Earth, Thy snow-clad mountains and thy woods ! Whatever I dig from thee, Earth, May that have quick growth again, O purifier, may we not injure thy vitals or thy heart.
Let’s contextualize our discussion in such cultural ethos , particularly from IHR
Rio+20 – shift evident ( from bio-physical to holistic) Mountains got prominence in Rio+20 declarations for its high vulnerability, poverty, biodiversity and water resources Rio+20 does provide political commitment and call for international co-operation for supporting sustainable mountain development;
Mountains: Rich source of water , food , energy Water, Food and Energy are the most critical issues of 21st century; Their natural supply will be critical for SD strategies of mountainous regions; Glaciated and snow-clad mountains are the world’s water towers, supplying more than 50 percent of the fresh water needs of the world’s population
Role of mountain ecosystems & SD • Mountains provides more than 50% 0f fresh water and 15% of the world’s energy - all clean • Mountains can conserve & store water and recharge ground water • Mountains are critical to provide energy security
Role of mountain ecosystems in SD • Mountain systems moderate & regulate regional & global climate • Mountain ecosystems mediate carbon, energy, and water balance at the land surface • The HKH influence the two rainfall patterns of the region - monsoon and westerly.
Mountains: gene pools for future food Mountain communities are custodians of rich agro-biodiversity. A no. of wild relatives of rice, citrus, and domesticated crops, fruits and vegetables are found in Mountains and hills; In case of crop epidemics, we may have to tap them
Rio+20 – a platform of opportunities Rio+20 outcome document recognized these global values of mountain ecosystem services to promote SD and green growth; Encourage States to adopt a long-term vision and holistic approaches, including incorporating mountain-specific policies into national sustainable development strategies, which could include, inter alia, poverty reduction plans and programmes for mountain areas, In this regard, we call for international support for sustainable mountain development in developing countries.
SD potentials of Mountains Mountains can help achieve global sustainability: Diversification of livelihoods requires high natural capital base and socio-cultural capital - mountains have both
Key Challenges in Mountain regions • Employment • -Feminization , losing out youths/families • Poor infrastructure • Poor markets • Natural Resource Degradation ( land , biodiversity, glaciers) , natural hazards • Unsustainable Tourism • Balancing development – conservation • Climate induced challenges
Major elements of new Mountain agenda Need for global support for mountains for improved livelihoods and sustainability Recognize and valuation of Mountain ecosystems goods and services Role of mountains ecosystems to support other ecosystems (low lands) Fill in knowledge gaps, build capacity and develop mountain friendly technologies, making use of socio –cultural capital. Regional cooperation to address issues like biodiversity loss etc;
Way Forward • Rio+20 outcome document is a good reference point to build on future actions and programs • Key requirements are mountain friendly technologies, finance and capacity building, and no to green protectionism • COP11 of CBD and COP18 of the UNFCCC are the next opportunities to mainstream new Mt. agenda
