  1. CONT-OCR Integration Safety and Performance Kathy de Vito Wim Brondsema CONT-OCR Integration Meeting 23-27AUG 2010

  2. Expected Benefits Converged SPR • Reduction of development costs for avionics • Maintenance costs savings for avionics • Use of single document for aircraft certification

  3. Safety & Performance Convergence • ED122/DO306 SRs and PRs are retained in a manner so as to not affect certification of existing aircraft operating in OCR • Determine if use of aircraft ED122/DO306 Services in continental airspace have a safety and/or performance effect on the ’78/214’ assessment • Determine if use of SC214/WG78 aircraft Services in OCR airspace have a safety and/or performance effect on the ‘OCR’ assessment

  4. Strategy • Focus is on CPDLC • Comparison of ’OCR’ against ‘CONT’ SRs to determine level of SR commonality • SRs are established to meet the ATS functions Also compared ATS Functions and CPDLC OHs/SOs

  5. CPDLC Safety Convergence Comparison of SRs (1)

  6. CPDLC Safety Convergence Comparison of SRs (2) Four categories (From CONT perspective): • Allocated SRs, marked in red, that are considered equivalent. These SRs in OCR and Continental have more or less the same wording. • Allocated SRs, marked in dark red, that, although only appearing in Continental also implicitly apply to OCR. These SRs concern mainly human related SRs that need to be applied by flight crews and controllers or need to be implemented in current aircraft- and ground systems to conduct safe CPDLC operations independent from the airspace the aircraft is flying. 3. Allocated SRs, shown in normal black text that are not entirely equivalent, but nevertheless have a relationship. These represent mainly qualitative (OCR) vs quantitative (Continental) integrity related SRs. Note that, although OCR specifies qualitative SRs for the allocations, it establishes a quantitative value for the end-to-end Integrity. • Allocated SRs, marked in Italics, that apply in Continental and for which no OCR SR could be found. To be analysed which SRs can become a CAT 2, 3.

  7. Next steps • Agree on CAT1, 2, 3 • Analyse CAT4 SRs and decide which ones can be a CAT2 or 3 SR • Mainbody • After CAT1/2/3 SRs acceptance for compliance in OCR, suggest to label CAT1/2/3 SRs as common bring these SRs over to mainbody • Possibly, a small separate list of CAT4 SRs for CONT • Suggest to keep the comparison Table in an Annex for traceability. Q: Is comparison of OHs, SCs and SOs needed? • Paper only compares OCR SRs, not full OCR assessment Q: Does ‘78/214’ doc refer to ED122/DO306 for traceability? • Repeat exercise for ADS-C
