Guiding Principle Students who Move If new ELL enrolls before March 19 (start of testing window), receiving campus responsible for all assessments If new ELL enrolls on or afterMarch 19, receiving campus only responsible for grade 2–12 reading test (if not already administered) Applies whether new student is from another school district, state, or country
Test Security • Before handling any secure test materials, all testing personnel who meet the requirements to participate in state testing must undergo training and must sign the appropriate security oath affirming that they understand what is considered confidential TELPAS Manual p. 4-8
Security Oaths • Any person who has more than one testing role (reading test administrator and rater) must receive appropriate training and sign a security oath for EACH role. • All Oaths found in Appendix A: • TELPAS Raters • TELPAS Writing Collection Verifiers • TELPAS Test Administrators • TELPAS Technology Staff
Testing Irregularities • Serious Violations include: • Directly or indirectly assisting students with responses to test questions or writing samples • Tampering with student responses or writing samples • Falsifying TELPAS holistic ratings • Viewing secure test content during or after an assessment (unless specifically authorized to do so by the procedures outlined in the test administration materials) • Discussing secure test content, student responses, or student performances • Scoring student reading tests, either formally or informally • Duplicating, recording, or capturing electronically secure test content without permission from TEA
Procedural Errors • A test administrator failed to issue the correct materials, or students were provided nonallowable materials. • Teachers shared answers to the online calibration activities or practice rating activities in the online training courses. • Testing personnel who were not properly trained were allowed to rate students or administer tests. • A test administrator failed to use the test administrator manual or failed to read aloud the bolded test administration directions as outlined in the manual. • A test administrator failed to remove or cover all instructional displays that might aid students by providing direct answers during testing. • A TELPAS writing collection was not submitted in accordance with required assembly criteria. • A test administrator failed to provide a student with the correct student authorization to access the TELPAS reading test.
Coordinator Training Checklist • Conduct a campus wide training about TELPAS procedures and writing collections • Train TELPAS Raters • Train TELPAS Verifiers • Train TELPAS Reading Test Administrators • Train your campus technology staff if they assist with any of the TELPAS reading test
TELPAS Expectations • K-1 • Collect a minimum of 3 writing samples which include a balance of social and academic writings • Use the Proficiency Level Descriptors to rate each domain • Collaboration with another teacher is required prior to assigning a rating for any of the domains. • The following must be completed and turned in to your TELPAS coordinator: • PLD for Writing per student • PLD for Reading per student • Rating Roster • Writing collection cover sheet for each student’s collection

Must be completely filled out Circle the descriptors each time there is evidence to support one of the tasks
Supplemental Support Providers Sara Smith-Frings will contact you if you are going to be trained as a supplemental support provider for your campus.
Always Important to Emphasize Holistic rating training is key Individuals must complete state-required training and calibration activities to be raters Those who complete all requirements but don’t successfully calibrate by end of set 3 may be raters if district chooses, but districts must provide rating support in manner that assures valid and reliable assessment Implement validity and reliability checks during testing window
Writing Collections • Include the following: • Cover sheet completed (either K-1 or 2-12) • Completed PLD for Writing (either K-1 or 2-12) • Writing Collection • Once writing collections are complete and the rating has been entered: • Keep the writing collections locked up until May 1 • After May 1, writing collections are filed in the cumulative folder for two years

Campus Validity Audit • Each campus must conduct a validity and reliability audit on a minimum of 10% of the student ratings. • The audits need to be conducted by the testing coordinator and a person knowledgeable in rating TELPAS writing. • The audit should be a random selection of the writing collections. • The audit forms will be sent to each campus from Student Assessment TELPAS p. 9
TELPAS Online Setup • We will be in computer labs to assist with grouping the students and assigning them into testing sessions. • Select from the following dates:

Removing and Adding Test Assignments of Students Who Move New: If student withdraws before testing window begins (before March 19), district should remove student’s test assignments (2–12 reading and K–12 holistic rating) Receiving campus will not be able to add test assignments or account for student in Assessment Management System if sending campus does not do this
Selecting “Do Not Score” Codes New: Applicable code now selected from dropdown on Mark Test Complete screen; no longer need to type in reason and also mark code
