Key Observations from 06/07 • Appraisal is basic tool for RC/UNCT accountability • Team appraisal (180) useful and should continue with all UNCT members • Process heavy • Key results not clear/measureable • Unbalanced – RC only • Need to follow up by supervisors • Roles and responsibilities to be clarified and appraisal integrated to agencies personnel systems
RCIG agreed next steps • Streamlining and Improving the process (including improving results reporting and measurement ) • Assess UNCT members on their contribution to team • Increase Agency Participation in RC/UNCT appraisal • Agencies to support for competency development of RC/UNCT members • Clarify roles and responsibilities for appraisal • Clarify and harmonize the Rating System and Criteria • Clarify rebuttal mechanism
Follow up Key Recommendations Recommendations – Action Taken • Continuing , streamlining and improving RC Appraisal for all RC and UNCTs • Improving 180º for UNCT members (RFP out), planned Feb-Mar 08 • 1 common, simpler unified appraisal format for 2008 • Linking appraisal to regular review/planning cycles (see image) • Improving Planned Results & review • UNCT Appraisals -Assess UNCT members on his/her contribution to team • Agreed ExCom19 Sept & RCIG agencies integrating into 2008 process • Agencies reviewing own systems to integrate team component (Plans, results and team roles) in agency personnel appraisals (as per good practice of UNFPA) (UNICEF implementing) • RDTs should review the key results planned for RCs and UNCTs
Follow up Key Recommendations 3. Increasing agency participation in 180 –agreed by RCIG in Oct, it should be reciprocal appraisal • Agencies to offer support for competency development of RC/UNCT members- • Team assessment tool under revision • Agencies to support development , RCIG reviewing integrated and individual agency mechanisms 5.Clarify the Rating System , criteria, interpretation, and comments to have one agreed standard system globally • Clarify roles and responsibilities for RC/UNCT appraisal(RDT, Reg. Staff, DGO, UNDP OHR, UNCT etc) • Rebuttal mechanism system being established through Deputy Executive Directors (DEDs) - IA Panel with support of HR Directors (ExCom decision 19 Sept)
