What is FPDS-NG? • Official repository and reporting system for Federal Procurement Data – Federal Acquisition Regulation (FAR) Subpart 4.6, Contract Reporting • Provides a comprehensive web-based tool for agencies to report transactions • Agency contract writing systems interface with FPDS-NG • Managed by the Federal Procurement Data Center, an organizational element of the U.S. General Services Administration

What is FPDS-NG? • A basis for recurring and special reports to the President, the Congress, the Government Accountability Office, Federal executive agencies, and the general public • A means of measuring and assessing the effect of Federal contracting on the Nation's economy and the extent to which small, veteran-owned small, service-disabled veteran-owned small, HUBZone small, small disadvantaged, women-owned small business concerns, and AbilityOne nonprofit agencies operating under 41 U.S.C. chapter 85, Committee for Purchase from People Who Are Blind or Severely Disabled, are sharing in Federal contracts

  4. What is FPDS-NG? • A means of measuring and assessing the effect of Federal contracting for promoting sustainable technologies, materials, products, and high-performance sustainable buildings. This is accomplished by collecting and reporting agency data on sustainable acquisition, including types of products purchased, the purchase costs, and the exceptions used for other than sustainable acquisition • A means of measuring and assessing the effect of other policy and management initiatives (e.g., performance based acquisitions and competition).

What is FPDS-NG? • FPDS-NG website: https://www.fpds.gov • Provides: • FPDS-NG Data Dictionary • A complete list of departments, agencies, and other entities that submit data to the FPDS; • Technical and end-user guidance; • A computer-based tutorial; and • Information concerning reports not generated in FPDS.

  6. What is FPDS-NG? • Reported Data Provides – • Who brought what… • From whom… • For how much… • When and where… • Used extensively to determine effect of other policy and management initiatives such as performance-based acquisitions, competition, socioeconomic accomplishments, etc.

What is FPDS-NG? • Great source for government contractors and offerors–- • Marketing data • Knowing where competitors are in the Federal Marketplace • When existing Federal contracts expire • Procurement methods used— • FSS, GWACs, Open Market • Competitive/Non-Competitive • Set-asides for socioeconomic procurement preference programs

  8. What is FPDS-NG? • Excellent tool to supplement agency FCOs (usually not especially robust) • Know which agencies are buying your products/services—from whom, when, where, and how

What is reported in FPDS-NG? • Summary level data for • Contracts w/ est. or actual values >$3,500 (current micropurchase threshold for products) from appropriated funds not classified including purchase card transactions • Includes all modifications to those contracts, regardless of $ value • BPAs and IDIQ vehicles with no monies obligated • Transactions with AbilityOne and UNICOR • (The transactions not considered “Interagency Agreements”)

  10. What is reported in FPDS-NG? (cont.) • Awards with replenishable stock and revolving funds • Awards with appropriated funds transferred from one executive agency to another • Funding agency receives socioeconomic credit

(cont.) • Awards for supplies and equipment • Awards for construction, alteration and maintenance of real property • Awards for services, including R&D and Utilities • Telecommunications for regulated carriers • All awards made w/ funds held in trust accounts for governments or procurements • Regardless of nature of funds • Includes international organizations

What is not reported in FPDS-NG? • Grants, cooperative agreements, and subsidies • Imprest fund transactions • Interagency Agreements • Government Bills of Lading • Transactions using predominantly non-appropriated funds • Exception: Trust Fund Accounts • FEDSTRIP & MILSTRIP transactions • Orders from GSA Stock & GSA Consolidated Purchase Programs

(cont.) • Subcontracting data from government prime contractors • Does capture if a subcontracting plan is/is not required • Interfaces with eSRS—notifies SBA when a subcontracting plan is required. • Contract funding data outside of estimated totals and funds obligated for a transaction • Contract accounting data • Contract Line Item Number (CLIN) Data • No CLIN pricing • No CLIN description • No CLIN funding data • No CLIN appropriation data

(cont.) • Administrative details, e.g., COTR or COR names • DOL Wage Determinations • Details about the services • Description of Requirement Field (discussed later) • Management plans • Statements of work or objectives, Performance Work Statements • Terms and Conditions of the contract • Technical proposal info • Deliverables

(cont.) • Entitlement expenditures including health, drug, Medicare or insurance payouts • Contracts for management of these programs are required to be reported • Transactions below the micropurchase threshold (raised to $3,500 effective October 1, 2015)* *Raised to $10K by §805 of the National Defense Authorization Act for Fiscal Year 2018

FPDS-NG • Real-time—changes daily – thousands of transactions • Awards • Contract Modifications • Increases/decreases in contract value • Terminations • Transactional level data • Permutations for extracting and manipulating data in the millions • Standard reports • Ad hoc reporting capability—custom tailor to meet user specific needs USA GOVERNMENT SPENDING.GOV • Not real-time –updated daily, agencies must provide updates w/in 30 days • Established in response to FATA of 2006 • Uses static approach • Data presented in simple charts and graphs • Data does not change until updated • FATA requires update every 30 days • Administered by Department of the Treasury

FPDS-NG • Contains only procurement data -- does contain info on grants, loans, and other financial assistance programs • Data source: Procurement information input by authorized Federal Personnel. USA GOVERNMENT SPENDING.GOV • In addition to procurement data, contains info on grants, loans and other financial assistance transactions >$25,000 • First-tier subcontract recipient, grant and loan transactions >$25,000 • Data sources: FPDS-NG, Award Submission Portal (ASP), Federal Funding Accountability and Transparency Act Sub-award Reporting System (FSRS) • SmartPay

Vendor information in FPDS-NG • Pulled from SAM Profile • Unless a SAM exception applies • Change in socioeconomic procurement preference program and size status is not retroactive, e.g., vendor becomes an SDVOSB after award • CO makes size determination only—does not choose socioeconomic status • Size status based on applicable NAICS Code • Reps & Certs made by offer (individual offer and SAM) • Vendor may qualify as SB under one or more NAICS Codes, but may be “Other than Small Business” in other NAICS Codes

FPDS-NG Data Timing • Civilian Departments and Agencies: • Individual Contract Action Reports (CARs) required for covered transactions exceeding micropurchase threshold must be filed within three business days after award • DOD delays submissions by 90 days to protect operations. • Contracting Officer must update contractor change in size status in FPDS-NG within 30 days after receiving written notification from contractor of change in its is size status (FAR 52.219-28, Post-Award Small Business Representation).
