Ohio Core Legislation… • Charged the Partnership for Continued Learning to develop policy recommendations: • Increase opportunities for students to earn (college) credit toward a degree… while in high school; including expanded opportunities… on high school campuses • Legislative changes to improve PSEO and Dual Enrollment

Partnership Policy Recommendations Overview: • Policy Recommendations are being finalized and will be posted on the PCL website: www.PCL.ohio.gov
Definitions: • Dual Enrollment: enables a student to earn high school and college credit while in high schoolas a result of participating in a college course offered at the high school, at a college or university, or via distance learning.
Examples of Dual Enrollment • Seniors to Sophomores • Postsecondary Enrollment Option (PSEO) • non-PSEO dual enrollment agreements • Early College High School • College Tech Prep (note: not all CTP college credit is earned as dual enrollment) • Common element – enrolled in college course, both high school & college credit earned duringhigh school

Accelerated Learning: enables a student to complete coursework while enrolled in high school that may earn credit toward a degree from an institution of higher education upon the student’s matriculation to higher education;and in some cases the college credit is based on the attainment of a specified score on an examination ...

OVERVIEW of Recommendations: 1. Create a state wide plan for college credit opportunities, including benchmarks for participation levels and credits earned. 2. Develop a statewide communication plan. 3. Encourage awareness of, and preparation for, dual enrollment and accelerated learning in earlier grades (i.e. middle school)
OVERVIEW of Recommendations: 4.Ensure consistent awarding & transferability of credits at both the high school and college level 5. Require colleges and universities to be responsible for demonstrating that all instructors for PSEO & dual enrollmentcourses are appropriately qualified; using the criteria found in The Higher Learning Commission’s statement titled, Commission Guidance on Determining Qualified Faculty.
OVERVIEW of Recommendations: 6. Establish consistent participation criteria for students. Develop a timeline to implement the proposed statewide placement policy and require that students score college ready using this placement threshold in order to participate in PSEO, Seniors to Sophomores, or other dual enrollment 7. Create a state-level Dual Enrollment authority to provide consistent guidance, oversight, and annually report progress
OVERVIEW of Recommendations: 8. Require the Board of Regents to submit a plan to evaluate return-on-investment for various dual enrollment opportunities and require students to participate in a privacy protected, state-level linked data system that would allow such an evaluation. 9. Require that all PSEO and other dual enrollment courses honor college content and pre-requisites – use the same syllabi, assessments, and texts. 10. Evaluate the funding models developed by Early Adopters in the Seniors to Sophomores program to identify potential revisions to the existing PSEO funding model.
Seniors to Sophomores • What is it? • Dual Enrollment Option • Students enroll full-time in college classes on a University System of Ohio campus • Must have the opportunity to earn a year's worth of both high school and college credit at no cost to the student.
Seniors to Sophomores • What are the Qualifications? • Eligible students must meet all of the following criteria: • Pass all parts of the Ohio Graduation Test • Complete Algebra II or the equivalent with a grade of “C” or better • Complete three years of high school English with a grade of “C” or better • Score college ready on the college partner’s placement assessment as currently defined by the college.
