Relevant provisions Model based on most recent Presidency compromise (political agreement – Coreper of 30/05/2013), without prejudice to the on-going negotiations, MFF negotiations Article 46 CPR – Progress report and strategic report, Article 101 CPR - Implementation Reports for the Investment for growth and jobs goal, Article 15iv(4) and (5) ESF Regulation, Article 46(4) CPR – Empowerment Model follows the requirements of the regulations– cross-reference to relevant article under each point Draft template - Not the final version – draft for discussion and can be adjusted

Main elements Main elements: • Model mirrors the structure of the report set out in CPR and ESF Regulation • Divided in five parts: • Part I –all funds; II and IV – YEI, III and V -Cohesion policy • Character limits • No detailed guidance at this point, can be developed later, if necessary Main changes compared to 2007-13 • No progress report, can be compared with strategic reporting (Article 29 of General Regulation)

Draft model –Part I • Points required by Article 46 CPR and ESF Regulation • Broken down to provide better structure • Possibility to add other issues, where relevant • To be completed with reference to the content of the Partnership Agreement • Tables: • on climate change support • for 2019 only - achievement of milestones, with allocation from the performance reserve linked to priorities that have achieved/or not their milestones based on the assessment of the Member State, broken down by thematic objective and fund • For 2017 only – Ex-ante conditionalities

Draft model – Parts II-V • PART II - Information on the Youth Employment Initiative • PART III - Information to be provided for cohesion policy if use is made of the option provided by Art. 101(3) CPR to include certain elements of the annual implementation reports in the progress report – to be provided in 2017 and 2019 • PART IV -Information on the implementation of the Youth Employment Initiative in case use is made of the option provided by Art. 101(3) CPR - to be provided in 2019 • PART V - Information to be provided for cohesion policy if use is made of the option provided by Art. 101(3) CPR– to be provided in 2019
