    2. 2 Purpose Integrate Foundation-Based Operations (FBO) activities to enable GEOINT Foundation-based Operations (FBO) “The standards, processes, and resources for producing and managing integrated global GEOINT to meet customer specific needs. FBO includes the ability to populate and maintain content with surge capability and capacity.” GEOINT “The exploitation and analysis of imagery and geospatial information to describe, assess, and visually depict physical features and geographically referenced activities on the Earth” Fusion of geospatial information, imagery, and imagery intelligence

    5. 5 FOMA Methodology Develop Terms of Reference Defines the scope of the effort Determine the “As-Is” Baseline Documents current FBO activities – where we are today Develop “To-Be” Vision Integrates the GEOINT information environment Action Matrix Portrays the “deltas” between where we are (“as-is”) and where we want to go (“to-be”) Strategic Implementation Plan The way ahead…an actionable investment plan Monitor and measure progress on SIP
