Enhance Existing DHS Doctrine Geospatial technologies are increasingly a key part of supporting situational awareness and other emergency management activities, creating need to: Improve National Incident Management System (NIMS) and National Response Framework (NRF) geospatial information management concepts and principles; and More clearly define roles and responsibilities for creating and disseminating geospatial products during all phases of the emergency management lifecycle Benefits Reduce duplication of effort Improve decision support Ensure key spatial analysis products reach key decision makers and front line mission staff in timely fashion Reduce the need to develop methodologies and adopt new technologies “on-the-fly” during a emergency response Increase efficiency in deployment of a scarce technical resource Need for GeoConops Geospatial Management Office
Framing the GeoConops • Align with • National Incident Management System (NIMS) • Including the Incident Command System (ICS) • National Response Framework (NRF) • Other relevant law, authorities, policies, guidance and standards • Coordination of geospatial activities at the Federal level • But note that the NRF is designed to support the States • Incorporate requirements and capabilities of key “Actors” • Identify and incorporate existing actor GeoConops • Focus on integration and de-confliction, not development of new processes • While not intended to develop or introduce new technologies and methodologies, the goal of this effort is to find consensus for consistent approaches. GeoConops Goals • Reach agreement with key actors on: • What geospatial products are required where and when by who • What will be the authoritative source of data for analysis • Pre-event and static data • Event data, forecasts, warnings • Who will be the authoritative source for performing analysis • What are the preferred analysis methods • Product standards • How, when and to who will the product be disseminated • For all hazards • For all emergency management lifecycle components (mitigation, preparedness, response, recovery) • Extend to Law Enforcement and Intelligence Communities • Maintain Geospatial Management Office
Two tasks: Task 1: GeoConops development in phases over 5 years Phase 1: Non-Catastrophic Disasters Multi-county impact area, such as regional flooding, tornadoes or Cat 1 Hurricane, or technological or man made event of similar magnitude Phase 2: Catastrophic Disasters Wide areas of catastrophic damages, such as Cat 4 Hurricane landfall in heavily populated region Phase 3: Emergency Management Lifecycle Include mitigation, preparedness, training and exercises National Flood Insurance Program Phase 4: Integrated GeoConops Extend to address law enforcement and intelligence community Phase 5: Maintenance Task 2: Workflow Management (optional task) Can support limited technical implementation Not funded at this time GeoConops Contract Geospatial Management Office
GeoConops Work Activities • Under each Phase the contractor will conduct the following tasks: • Identify and meet with actors • Identify existing actor GeoConops • Document actor roles, responsibilities, authorities and mission requirements • Write GeoConops • NIMS/ICS and NRF to provide guiding framework, with oversight by the Incident Management Systems Integration Division, FEMA • Based on actor roles, responsibilities and authorities • Be integrated through actor reviews to develop final GeoConops • Be submitted to the FEMA Incident Management Systems Integration Division for review • Workshop • A two-day workshop will be conducted in the Washington, DC area • Focus on outreach to the emergency management community • Workflow Management (Optional Task) • If required and funded, will support implementation of GeoConops through workflow management technologies Geospatial Management Office

Phase 1 Work Product • Will reflect Actors capabilities and mission requirements • Will include assessments of authoritative data sources • Static • Event data • Will identify authoritative sources for analysis and modeling • Will recommend dissemination process • Will be a living product intended to be updated through future phases and reflect lessons learned through future disasters • Will adopt and document what exists to the maximum extent possible, not invent • Will NOT be a research and development activity Geospatial Management Office
