Test Services Procurement Status On May 21 OSPI notified AIR of its status as “Apparent Successful Bidder” to continue supporting administration of the: • Smarter Balanced ELA and math assessments • WCAS science assessments • ELPA21 assessment On the same day, OSPI also notified DRC as the “Apparent Successful Bidder” for continuation of service for the WA-AIM assessment. During this webinar there will be references to 2019-2020 activities linked AIR’s and DRC’s continued roles. These references are being included to aid districts in their preparation for the coming year. OSPI is working through the details of final contract negotiation. While anticipating the two contracts will be executed in the next several weeks, until each contract is actually signed, the agency’s public messaging on the procurement’s outcome remains “TBA”. Until OSPI makes formal and definitive announcements of contract award, we request that you, and others in your offices who may view or learn of AIR’s and DRC’s status, use the same “TBA” messaging with more public audiences.

Reporting • ORS Remaining Data Releases • WCAS data in ORS: 20 August • EDS Data Releases (CAA/CIA, Query, WAMS) • All Data (Smarter, WA-AIM, WCAS) with OSPI on 13 August • Data loaded to EDS systems by 27 August • State-level Aggregate Data • Report Card Preview (all subjects): target is 27 August • Washington State Report Card • Must have spring admin data published by 10 September

OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION End of Year Close-Out Activities • Last CEDARS nightly file to TIDE: 14 June • Last day to record anything in “After Testing” in TIDE: 28 June • Last day to use “Move Student” to redirect hard-copy ISRs: 28 June • AIR extracts data from TIDE/ORS to produce paper reports: 2 July • Enrollment data will be pulled from CEDARS: 10 July • “All TIDE users” file in WAMS by 1 August

Testing Progress Dashboard Now Open • Application in WAMS to assist districts with inventorying the completeness of their spring testing administration • “Of all the kids that will be attributed to our schools in the state accountability model or state report card, which students still must sit for a test?” • Have those kids tested? • What other tests have come back in our district? • Are student identifiers, demographics, and program flags accurate?

  9. Start of Year Timelines • CEDARS Go-Live: As of now, 15 August • WAMS workarounds will be deployed on an as-needed basis • WaKIDS: first date to load teachers and students 15 August • Interim Assessments available no later than 15 September

New training for DC/DAs in late summer RETURNING district level assessment staff (DC/DAs) • Purpose: help returning district staff get off to a great start. • Friday, August 23, 2-4pm • Registration Link • Will be recorded. New staff welcome to listen in. NEW district level assessment staff (DC/DAs) • Purpose: orient new district staff to WCAP staff, systems, processes, and documents. • Wednesday, August 21, 2-4pm • Registration Link • Will be recorded. Returning staff welcome to listen in.

  12. WCAS DEI: Thank you! • Tracking 253 booklets. • As of Monday, 150 booklets processed. • Only 4 booklets returned for entry so far. • Biggest mistake in processing: putting WCAS booklets in the “scorable materials” boxes.

  13. Return of the Inventory of Time Spent Testing

Inventory of Time Spent Testing 2018-19 • Included in the Operating Budget ESHB 1109, chapter 415, Section 515(1)c • Prepare with the “Assessment Inventory Data Collection Worksheet” (Test Coord > General Info) • DCs to get an email from Kara Todd • 2018 non-responders: fill out the full survey • 2018 responders: update your answers for 2019. (Read the email from Kara for the full set of directions.) • Official deadline is 10/15/19, but please complete before you go on summer break.

  16. June Important Dates June 11 – ELPA21 Paper Individual Student Reports due in district. June 12 – WA-AIM Paper Individual Student Reports due in district. June 14 – Close of extended online testing window for Smarter Balanced ELA and math. June 14 – District Security Reports for online WCAS are due. June 20 – ELPA21 late file received. June 21 – District Security Reports for online Smarter Balanced are due. June 28 – TIDE appeals, discrepancy resolution, and participation codes closes.

  17. Summer WAW Schedule The newsletter will move to a bi-weekly summer schedule beginning June 27. Dates the WAW will be sent are: • June 27 • July 11 • July 25 • August 8 The normal weekly schedule will resume beginning August 8.

  18. Update WAMS Profile Contact Information Verify and update your district contact information in WAMS. Check to make sure names, emails, phone numbers and addresses are current. User profiles include: • District Test Coordinator (DC): Person overseeing all activities for state testing. • District Administrators (DAs): Person(s) who closely support the assessment office. A DA receives the same correspondence as the DC. • Program Specific Coordinators: Person(s) who support specific programs (WaKIDS, WA-AIM, ELPA21, CAA/CIA).

  21. Graduation Alternatives

Bridge to College (for graduation alternatives) • OSPI will be accessing the Bridge to College student information/grades from CEDARS.  The CAA/CIA database will reflect “MET” for students with final grades that show that they have successfully passed the entire course (18-19 school year) and have earned 1.0 credits in the Bridge to College course.  •  We will communicate with the districts when the process is completed. It is likely that the CAA/CIA database may not reflect it until sometime during the summer.

Expedited Assessment Appeals Waivers • If find that you need to delete a current EAA Waiver (and plan to submit another for the same student), please wait 24 hours before resubmitting the new waiver. • The system needs to reset before it recognizes the “new” waiver information submitted.   24. ELP Assessment Updates - Screener • The ELPA21 Screener will close on June 28. The new year for screening potential EL students will open on August 5. No screener will be available between these dates. • The new screener training module will be available through Moodle by July 4. • All Test Administrators will need to complete training through Moodle before administering the Screener.

  25. ELP Assessment Updates – Score Reports • Family score reports for annual testing (both ELPA21 and WIDA Alt ACCESS) should be in district at this time. • You can also access ELPA21 scores in the ORS system and WAMS. • We consider these to be final scores.

  27. Secure Browsers for 2019-2020 • Anticipate release of new Secure Browser for Windows, Mac OS, Linux, and Chrome OS on July 24 • Will confirm date of release in early July • Current browsers will continue to be supported through at least end of August for ELPA21 Screener use

Competency-based assessments in Washington The Office of Superintendent of Public Instruction (OSPI) was directed by HB 2824 (2018 session) to examine: • District use of Competency-Based Assessments (CAs), • Resources districts need to fully implement existing CAs, and • Barriers that might preclude more extensive use of CAs, existing or new, across the state. OSPI is to submit a report on findings to the Legislature by November 1, 2019.

  30. Existing CA Data - CEDARS • CEDARS includes data on schools and districts currently offering one or more CA with the following course designations: • Local Competency Test (L) • National Competency Test (N) • Non-Instructional Test (Z).

  31. Survey - Competency-Based Assessment • What is it? • OSPI will be sending districts a survey to gather feedback on CAs. • Survey feedback is intended to capture district and school-level information about how CAs are used at the local level. • Possible survey respondents? • OSPI anticipates several district and school roles are positioned to respond to the survey. • Possible respondents (aside from DCs or designees) might be educators working with: • Credit recovery programs • Mastery of content for college credit • Accelerated learning for grade and/or course content • Accelerated remediation • Increased academic momentum for under-represented students • Comprehensive CAs that lead to credit (World Language, etc)

Process for completing the CA survey • An email message will be sent to DCs (and designees) with links. • There are three surveys (6-8 questions each) that associate with three functional areas that may work with CAs: • Learning & Teaching • Special Programs • Assessment • A reminder about the survey will be included in this week’s WAW. • DCs (or designees) should determine the educators best positioned to respond to each of the three survey areas. • DC or designee would send the appropriate link (copy & paste) to the identified educators. • Text from the originating email message can be included, but send only one link per educator. • Each selected respondent will submit the applicable survey per the instructions. Please complete the survey! Surveys are due July 8, 2019.

Test Services Procurement Status In closing, we want to remind everyone still on the webinar, or who may have joined late: OSPI is working to set new contracts with both AIR and DRC to continue providing services to the state assessment program. Knowledge of this contracting effort with both vendors was shared to aid communicating about the coming school year’s assessment administration and preparation. Communication about AIR’s and DRC’s continuation of service is not meant for the broader public prior to OSPI making its formal announcements of contract award.
