  6. Smarter Balanced Interims Completion Tracking Data on Smarter Balanced interim test completion through TIDE:

High School Testing for Spring 2019 • WCAS/WA-AIM • All 11th graders expected to take the high school science test • Required for state and federal accountability • Smarter Balanced/WA-AIM • All 10th graders expected to take the high school math and ELA tests • Required for state and federal accountability • Any 11th or 12th grader who did not earn the graduation cut score • Must attempt Smarter Balance or WA-AIM prior to accessing graduation options.

Elementary and Middle SchoolTesting for Spring 2019 • WCAS/WA-AIM • All students in grade 5 and grade 8 are expected to take the science test • Required for state and federal accountability • Smarter Balanced/WA-AIM • All students in grades 3–8 are expected math and ELA tests • Required for state and federal accountability

  9. Smarter Balanced Testing Time: 2019 Q: Will changes to the Smarter Balanced ELA blueprint impact student testing time? A: Since this is the first year we are implementing this change,we cannot predict how or if testing times will change. In the meantime, districts should plan for as much time as last year to ensure that students have sufficient time to test.

Inventory of Time Spent Testing 2018-19 • Coming soon! • If your district submitted in 2018: • Confirm or update data from 2018. • Answer one new question required by the Legislature regarding dyslexia screening (ESSB 6162). • If your district did not submit in 2019: • Complete the full survey.

  12. Paper-pencil planning summary • Carefully consider which students will do paper-pencil tests. • Guidance for IEP Teams • Plan for the necessary teacher:student ratio. • Schedule time for DEI entry. • Return the booklets and materials carefully.

Student test settings in TIDE • Identifying students in WAMS for paper-pencil forms only gets booklets. • Still need to set paper-pencil in TIDE • ELA, Math, Science: Test Mode = Paper • ELPA21: Test Eligibility = Explicit Test Eligibility = ELPA21 • Braille tests that are entered into DEI • Science: Embedded Accommodations, Presentation =Braille • ELPA21: non-Embedded Accommodations=Paper Pencil Braille

  14. Transcription of student responses Three types of transcription: • From one booklet to another booklet. • From a booklet to the Data Entry Interface (DEI). • From Braille into another medium. Transcribers must: • Be trained, and must read and follow the guidelines in Appendix D of the GTSA.

  15. Smarter Balanced paper-pencil: during • TA uses the TA Script of Student Directions to administer the test. • Students have both a test booklet and an answer booklet. • Students record answers/responses in their answer booklet.

Smarter Balanced paper-pencil: after • Large-print and Braille responses get transcribed into standard-print answer booklets. • All Spanish answer booklets and standard-print answer booklets shipped back to MI as scorable. • Make sure all booklets have pre-ID label attached. • Test booklets, large-print and Braille response booklets, and secureELA Listening Transcript and TA Script documentshipped back to MI as non-scorable.

ELPA21 writing supplement: K and 1 • Students take the Listening, Reading, Speaking, and Writing online tests. • TA uses the secureDirections for Administration to administer the writing supplement section after the online writing is complete. • Students write in a test booklet. • All test booklets get shipped back to MI as scorable.

ELPA21 paper-pencil: during • TA uses the secureDirections for Administration to administer the test. • Students have a test booklet. • Students record Listening, Reading, and Writing section answers/responses in their test booklet. • K and 1 tests include all writing items in booklet. • TA helps student record Speaking section answers into the DEI.

ELPA21 paper-pencil: after • TA transcribes student responses to Listening, Reading, and Writing sections into DEI. • Constructed response writing items are not available to transcribe into DEI: • Any item where online students use the keyboard to respond. • Student responses to the constructed-response writing items in large-print or Braille booklets need to be transcribed into a standard-print sized booklet.

  20. ELPA21 paper-pencil: after (part 2) • All used, standard-print test booklets shipped back to MI as scorable. • Make sure all booklets have pre-ID label attached. • All of the other test booklets, and the DFAs, get shipped back to MI as non-scorable.

ELPA21 DEI support & trouble-shooting • Training & Support: • DEI User Guide—January 2019 • DEI Training Module • Trouble-shooting: • If the “Available Tests Page” does not display the correct tests for the student, fix the settings in TIDE. • Chrome and Firefox work best with the items. • Pause the test if you have issues.

  22. WCAS paper-pencil: during • TA uses the secureTA Script of Student Directions to administer the test. • Students have a test booklet. • Students record answers/responses in their test booklet. • TAs must monitor to ensure Locking Items are not changed after student moves on in the booklet.

  23. WCAS paper-pencil: after • TA transcribes student responses from standard print, large print, and Braille into DEI. • TA uses the secureTA Script of Student Directions to assist with transcription. • Locking items do not lock in DEI. • Items can be left blank.

  24. WCAS paper-pencil: after (part 2) • All of the standard print, large print, and Braille test booklets, and the secureTA Script, get shipped back to MI as non-scorable. • All Spanish test booklets shipped back to MI as scorable. • Make sure all booklets have pre-ID label attached.

Do not use Internet Explorer—there are definite issues.

Best Practices for Testing • Train staff annually, prior to the administration of Spring assessments. • When reviewing school test schedules, keep in mind that utilizing the last week of the test window should be limited as it may have impact on a students ability to complete the test session. • When assigning TAs, there must be at least one TA in each test session at all times. • WCAS paper-pencil sessions require 1 TA for no more than 3 students. • Students in grades K and 1 taking the ELPA21 summative assessment must be assessed on both the Online Writing Test and the Paper-Pencil Writing Supplement.

  29. Best Practices for Testing Cont’d • Correct test selection by the TA is critical for student access to the accurate session. • When a test incident occurs or a student is provided the incorrect test or accessibility feature, immediately pause the test until the situation is resolved. • Calculator use on a non-calculator portion of an assessment or hand-held calculator use during an online math assessment will require an invalidation appeal to be set by the DC in TIDE.

  30. TIDE Appeals Policy Updates • Washington has collaborated with other states on policy updates for TIDE appeal processing. New updates include: • Approving Appeals to Re-Open or Reset tests when an Accommodation or Designated Support was not provided, as identified in the student’s plan. Actions Required: • Incident reported to state, via ARMS, prior to score results loading to ORS • Team meeting (IEP, 504, or district identified) to discuss next steps with respect to what’s best for the student. Considerations may include the following. • Reopen test where student left off • Reopen entire test • Reset test • Retain test as is

TIDE Appeals Policy Updates Cont’d. • Appeals to Re-open a test after the student submits the test for scoring, will be denied. • Student become familiar with the Pause and End Test processes during the Practice, Training, and/or Interim assessments. • Students receive three warning messages prior to submitting the test. • Adding additional steps when a TA administers a Summative instead of an intended Interim, Practice, or Training test. • Action required • TA must be retrained prior to administering another assessment • Suggested waiting period prior to retesting students (2 weeks) • DC submits to the state through ARMS the school test security & building plan, training materials, and signed training and security reports

TIDE Appeals to Reset, Not Invalidate • Submit an appeal to Reset, not Invalidate when: • Summative is selected instead of an Interim, Practice, Training, or Screener test • Student tested at wrong grade level • Ineligible student tested • ASL, Braille, Spanish Stacked Translation need to be set

  34. ARMS Updates Now Available: • School name has been added to the Export feature. Updates Currently Being Reviewed for Implementation: • Expedited Grade 12 Rescore Appeal • DC role having the ability to delete reports • Ability to change a report status when Archived in District or Approved by the State • DA role will be able to monitor status of the SSASR • WA-AIM Science will now display only grades 5, 8, and HS • Increased size limit for attachments loaded in ARMS

Grade 12 Priority RTV Score Appeals Available to students in grade 12 who are on-target to meet all graduation requirements. • DCs submit a priority Expedited Rescore Appeal Request within ARMS for the state assessment the student has not met standard on. • Parents will not view the student’s test. • The student’s test will automatically be rescored. • The test results may not be appealed again. Review all available graduation options for the student as test scores rarely change from a rescore.

ELP Assessment Update ELPA21:  2019 Annual Test Administration Window Extended • Many school districts across the state have lost instructional and test administration days due to weather-related closures. OSPI is extending the English Language Proficiency Assessment for the 21st Century (ELPA21) annual test administration window end date one week. The new testing window will close on Friday, March 29. This extension applies to all districts. Materials return for ELPA21 will be April 5. Please ensure materials are picked up by April 5 even if your district is on break at this time. • The WIDA Alternate ACCESS test administration window remains unchanged and closes on Friday, March 22. Materials return deadline for WIDA will remain March 29. If you have any questions, please contact Assessment Operations at assessment@k12.wa.us.

Getting Kids into TIDE • CEDARS Go-Live: Mid-Septemberishly? • No date set yet • SSID Issuance not affected • WAMS: Bulk Upload To TIDE Open • Students must have SSIDs • System will recognize SSIDs created/used since start of 17-18 school year • Tools requiring CEDARS Enrollment open with CEDARS • “Switch to CEDARS” to set new ‘baseline’ enrollment based on CEDARS submissions • Moves away from ‘bulk upload’ to ‘CEDARS is the bulk upload’ • Allows one-by-one ‘send student to TIDE’ • Students Receiving Services requires program info to work

Updates Happening Within WCAP • “My Current Students” • “Current” in ORS means “Most Recently Associated” • Pulling “Current” students is pulling all students as they were at the end of last year. • Adding students is reactivating last year’s record and adding this year’s record if student is in a new school • AIR working to fix this
