MF Wash Policy • MF wash not included in MRC NAVAIR 19-600-152-6-2 • MRCs only address Inspection and Corrosion treatment • TYCOMs/MARFORs/Wings using local orders & instructions • Plan to release MF Program Office policy for MF wash via Naval message (short-term) • Include procedures in MF MRCs (long-term) • What is necessary interval—30, 45, 60, or 91 days? • Any EPA issues? • This is not 990’s issue—user activity (i.e, each work center)
MF Wash Policy • Correct cleaning compound—MIL-C-85570 Type II ? • Simple green diluted solution • Aircraft cleaning kits—use non-abrasive white pads
Draft Message 1. IAW THE REF A THROUGH C THE MF PROGRAM OFFICE IS ESTABLISHING INTERIM MOBILE FACILITY WASH REQUIREMENTS UNTIL FORMAL PROCEDURES ARE INCLUDED IN REF D. ALL ACTIVITIES RESPONSIBLE FOR THE MAINTENANCE OF MF'S SHALL PERFORM PERIODIC PREVENTIVE MAINTENANCE, WHICH INCLUDES EXTERIOR CLEANING, INSPECTION AND LUBRICATION AS REQUIRED. IAW REF D, THE CURRENT INSPECTION AND LUBRICATION PROCEDURES ARE CLEARLY DELINEATED, BUT PERIODIC EXTERNAL WASHING AND CLEANING OF MF'S IS OMITTED. 2. A SUCCESSFUL CLEANING AND CORROSION PREVENTION PROGRAM IS A RESULT OF A CONCENTRATED EFFORT BY MAINTENANCE PERSONNEL INVOLVED WITH MF'S. AN ORGANIZED AND VIGILANT PREVENTIVE MAINTENANCE EFFORT WILL ACCOMPLISH THREE OBJECTIVES: REDUCE MAINTENANCE TIME SPENT REPAIRING CORROSION DAMAGE, REDUCE THE NUMBER OF MAINTENANCE ACTIONS, AND INCREASE MF LONGEVITY. EXTERNAL WASHING OF MF'S HELPS ELIMINATE ACCUMULATION OF DIRT, SALT, OIL AND OTHER CONTAMINANTS THAT CAUSE OR PROMOTE CORROSION. 3. EFFECTIVE IMMEDIATELY ALL MF USER ACTIVITIES WILL PERFORM MF EXTERIOR WASH PROCEDURES EVERY FORTY-FIVE (45) DAYS. THIS IS NOT AN ORGANIC W/C 990 FUNCTION AND RESTS WITH EACH WORK CENTER OR DIVISION THAT ARE USER CUSTODIANS OF MF'S. ENSURE ALL PERSONNEL INVOLVED IN MF EXTERIOR WASHES UTILIZE THE PROPER SAFETY PRECAUTIONS, WHICH INCLUDE THE NECESSARY PERSONNEL PROTECTIVE EQUIPMENT AND TURN OFF OR DISCONNECT ELECTRICAL POWER TO THE MF'S PRIOR TO THE APPLICATION OF WATER. THE GENERAL EXTERIOR CLEANING PROCEDURES WILL INCLUDE THE FOLLOWING AT A MINIMUM:
Draft Message A. COVER ALL OPEN VENTS, LOUVERS, OPENINGS AND PORTS TO PREVENT WATER INTRUSION. B. RINSE ALL EXTERIOR SURFACES THOROUGHLY WITH A FRESH WATER RINSE TO REMOVE LOOSE SURFACE DIRT. C. WASH THE MF EXTERIOR SURFACE WITH A SIMPLE GREEN SOLUTION USING A SCRUB BRUSH OR NON-ABRASIVE CLEANING PAD FROM AN AIRCRAFT CLEANING KIT. SIMPLE GREEN IS 100 PERCENT BIO-DEGRADEABLE AND ENVIRONMENTALLY FRIENDLY, AS IT CONTAINS NO KNOWN EPA POLLUTANTS IAW MATERIAL SAFETY DATA SHEET PER ANSI-Z400.1-2003 VERSION NO10013. D. SCRUB ALL EXTERIOR SURFACES THOROUGHLY TO LOOSEN HEAVY DEPOSITS OF DIRT, GREASE, SAND, SALT SPRAY AND OTHER CONTAMINANTS. E. THOROUGHLY RINSE THE MF WITH FRESH WATER. F. SQUEEGEE ALL STANDING WATER FROM MF FLAT SURFACES AS REQUIRED. G. REMOVE ALL COVERS AND MASKING FROM VENTS, LOUVERS, OPENINGS AND PORTS. H. FOLLOW THE POST-CLEANING AND LUBRICATION PROCEDURES AS OUTLINED IN REF D MRC'S. I. TURN ON OR RECONNECT ELECTRICAL POWER TO MF'S.
Draft Message 4. MF VAN EXTERIOR WASHES MUST OCCUR AFTER EVERY TAVB EXERCISE OR DEPLOYMENT. USER ACTIVITIES MAY INCREASE OR DECREASE THE FREQUENCY OF MF EXTERIOR WASHES BASED ON THE LOCAL ENVIRONMENT'S HUMIDITY, AIRBORNE SALT SPRAY OR ADVERSE WINTER CONDITIONS. ALL WAIVERS TO CHANGE THE MF WASH FREQUENCY MUST BE SUBMITTED VIA NAVAL MESSAGE AND MUST BE ENDORSED THROUGH THE CHAIN OF COMMAND WITH FINAL APPROVING AUTHORITY RESIDING WITH THE MF PROGRAM OFFICE. 5.
