  2. introduction Chapter 5article 25 of the1992 constitutionstate: 1. All persons shall have the right to equal educational opportunities and facilities and with a view to achieving the full realization of that right- a) Basic education shall be free, compulsory and available to all b) Secondary education in its different forms including technical and vocational education shall be made available and accessible to all by any appropriate means, and in particular, by the progressive introduction of free education.

  3. Reasons why free s.h.s can not be feasible. • INADEQUATE REVENUE TO FUND THE PROJECT • INFRASTRUCTURAL DEFICIT • LOW PER CAPITA INCOME • POOR MANAGEMENT AND LEADERSHIP IN THE EDUCATIONAL SECTOR

INADEQUATE REVENUE TO FUND THE PROJECT Some people argue that revenue from the oil find, proceeds from exportation of our major export commodities like cocoa, timber and Gold could be used to finance the policy but what they fail to understand is that all these sources of revenue have been earmarked for other projects which are of equal importance.

  5. INFRASTRUCTURAL DEFICIT The secondary educational system is facing problems like infrastructural deficit, and inadequate teaching staff. Currently many junior high school graduates do not get admission into senior high school because there are not enough classrooms or schools to accommodate them.

  6. LOW PER CAPITA INCOME GHANA’S INCOME PER CAPITA IS $1605 AS COMPARED TO:

  7. Poor management and leadership in the educational sector • CORRUPTION • INADEQUATE LOGISTICS • APATHY BEHAVIOR OF LEADERS • LACK OF PROPER DBMS TO KEEP PROPER RECORD ON STAFF AND STUDENTS

  10. conclusion How can free senior high school be feasible when: • The nation is not having competent and dedicated leaders. • Infrastructure have not been put in place. • corruption have not been eradicated.
