MOF (CROATIA) AND GIFT • MoF of the Republic of Croatia is an active participant of GIFTand GIFTsteward from 2017 • MoFparticipatedindrafting: • PrinciplesofPublicParticipationinFiscalPolicyand • Guide on PrinciplesandMechanisamsofPublicParticipationinFiscalPolicy • MoF is engaged as one of the pilots for the GIFTsOpen Fiscal Data Package (OFDP) push for increasing fiscal transparency, participation and accountability in our area of responsibility in our country
REACHING OUT TO THE PUBLIC WITH TECHNOLOGY • Internet - main tool for reaching out to the public and other stakeholders outside the government • All documents concerning main stages of the budgetary process can be accessed online in open data format • Citizen’s guides- key budget documents are being prepared and published on the web page of the MOF in the easy and understandable way for the wider public • Web based applications – easy way to give specific answers to the public (they search directly what they want) • Overview of the state budget execution by suppliers • In the new Action Plan for implementation of the OGP initiative it is enviseged to upgrade the application in line with the comments from NGOs and wider public so that it has additional features thanks to the new technologies significant progress was made in the past period concearning fiscal transparency
MOTIVATING CITIZENS ON BUDGETS • One of the most demanding tasks for the MoF • Lack of administrative capacities at the MoF who could devote more time on this issue • Not so much interest at the demand side after launching some of the solutions for increasing transparency Dialogue with NGOs (mostly through OGP) and other partners like Institute of Public Finance help in this area • Participative budgeting • local level - more developed • Some of the cities developt online games to help citizens better understand the annual city budget and actively paticipate in creation and planning of yearly budgets – citizens act as executive authority • At the microlevel there are tools that provide representatives of the citizens to choose the projects they would like to be realized in their community – low fiscal impact but very effective in making people feel good about deciding on the allocation of “their” money • state level - does not involve citizens directly in the budgetary process but: • open discussion during the law making process (public consultation, public discussion – accessible online) • external experts in the Finance and Central Budget Committee and pre-budget consultation throught the Commission on Fiscal Policy • meetings organized by MoF with macroeconomic experts outside the public sector (during the budgetary proces)
