The Mandate • Scheme of the Planning Commission • Office of Controller General of Accounts is implementing agency • Project is being monitored at the highest level- Deputy Chairman planning commission, PMO and Finance Minister • Recently Shri Montek Singh Ahluwalia desired to implement for SSA, NREGA and NRHM etc • Work has to be completed upto block level by 31st March 2010
Objectives of CPSMS 1-To capture releases: • All releases made by the central civil ministries to states/ special purposes vehicles(societies routes)/Autonomous bodies and NGOs on daily /weekly/monthly basis. • All releases made by the special purposes vehicles(societies routes)/Autonomous bodies and NGOs on daily /weekly/monthly basis. • To develop interface between RBI and States to interlink the releases received from the centre to states,states to districts treasury/division/blocks. • To develop interface between CPSMS portal and core banking Systems for e-payment directly into accounts. • To keep entire project in Public domain
Objectives of CPSMS 2- To capture real time basis expenditure • From different implementation levels up to blocks /subdivisions. There after Panchayats and real user/ beneficiary . • Change from release system /fund flow system to flow of authorization and reimbursement to banks on actual payment basis.It required a policy decisions. • By capturing utilization of funds from different implementation levels by establishing interlink between CPSMS and core banking system. 3- To enhance utilization of funds and reduce idle funds. 4- Presenting releases details and actual expenditure to the legislatures by the respective states.
Benefits to Sate Government • Report on all the releases made by Central governemnet under all schemes, including the sanction/payemnt details • Component wise real time MIS on the releases made by State/district/block level implementing agencies and expenditure incurred at various level of implementation • Common platform for detailed information on all the implementing agencies. • Provide the monthly/quarterly reports as required by various stakeholders
Future benefit • Online filing of the Utilization Certificate- Available to all stakeholders • Integration with the Core Banking System to enable automatic bank reconciliation with expenditure filing • Accounts of the society can be prepared as when required.
Implementation Plan • Moving at the State Level- registration of the lower level agencies • Component-wise releases and expenditure filing at state level • Subsequently moving to lower level agencies
