MIDTNET SECTOR REPORT OFFSHORE WIND: Wind Resources in China • China possesses 1000 GW reserve of exploitable wind energy (250 GW on land 750 GW off shore). With the advantages of comparatively low cost and existing conditions for large-scale exploration, the development of wind energy is currently the best option for China’s energy strategy.
MIDTNET SECTOR REPORT OFFSHORE WIND: Future Offshore Projects • About 4 projects are to be announced for bidding consisting of the 200-300 MW of the total installation of about 1000 MW. • The projects will mainly be in the inter-tidal area, such as Jiangsu, with inter-tidal wind power potential of about 8 to 10 GW. • Other important areas will be Zhejiang, Shanghai, Shandong, Fujian and Guangdong area, with total of installation by 2020 of about 10 GW or more.
MIDTNET SECTOR REPORT OFFSHORE WIND: Current Wind Power Policies • Feed in tariff in 4 regions of 0.51, 0.54, 0.58 and 0.61/kWh respectively. • VAT deduction of equipment cost (usually it is 17% of total investment) • 2 years without having to pay income tax, followed by 4 years of paying half the normal income tax (normally it is 25% of net income)

MIDTNET SECTOR REPORT ENERGY-SAVING BUILDINGS: Goals • Goals mentioned in 11th Five-Year Plan in Shanghai: • Since 2007, newly-built public buildings must execute the design standard that creates a 50% energy-saving. • Furthermore residential buildings should implement a local standard of energy-conservation of 65%.
