Evidence Based Costing, Planning and Budgeting Sub pillar Objectives: • Provide a platform for continued interaction, learning and sharing of knowledge; • Enhance regional and country level focus on evidence based planning; and • Expand the pool of technical resources to effectively respond country needs Activities: • Support National HNP strategic plan Development • Analysis of health systems constraints or bottlenecks • Development of strategies to address bottlenecks • Simulating scaling up strategies of high impact interventions • Costing strategic plans with multiple scenarios • Help country level compact between Government and DPs in the IHP+ countries • Defining roles, responsibilities and commitments of Government and DPs to implement one national strategic plan • Evolving one results framework • Entering one Joint Financing Arrangement • Undertake financing gap analysis for HNP MDGs and implementation of national strategic plan • Guide National Health Accounts, MTEF and Public Expenditure Review

Work plan and budget 2011 • Designate focal point (US$ 25,000) • Improve and populate the COP portal in hha-online.org (US$10,000) • Create a google group with link to the COP portal • Organize annual face-to-face meeting (US$100,000) • Prepare training materials in the area of EBPB (US$ 50,000) Strengthen partnership with regional (academic) institutions and CSOs.
