Disability, Comorbidity & Service Use- IEDC The Developmental Disability Services System in California has been challenged recently by: 1) an increase in the number of individuals eligible for these services 2) limited resources, rate freezes and inadequate transparency in resourceallocation.

POLICY RECOMMENDATIONS: - Adjust Frozen Rates - Adopt Equitable &Transparent Vendor payment systems - Maximize System Efficiency: group versus individual setting care; new sources of funding (federal programs, family cost-participation).
