SACC and Title 5 • Title 5 discussions – before and during the drafting of language • Title 5 implementation – on-going input, providing a perspective from the field • Title 5 concerns – bringing issues of concern to the SO and seeking to provide needed clarification

Section § 55024. Withdrawal. Limits number of times that a student can receive a “W” without completing course 4 “W’s” can be allowed, but then student must receive a grade Allows fifth enrollment (no apportionment) for extenuating circumstances

Section § 55040. District Policy for Course Repetition. “This section currently addresses repetition of courses where substandard academic work has been recorded. It is being substantially amended to list all of the circumstances in which a district may permit course repetition. “
Course Repetition Repetition to alleviate substandard academic work (Grade = F, D, NP [no-pass]) Repeat once, but if grade = C or better, then student may not repeat the same course again except when: Significant lapse of time requires repetition Student petition extenuating circumstances Policy may allow student to repeat 2 times if another substandard grade is received

Section § 55041. Repeatable Courses. Content changes each time course is offered OR “Activity” courses in which repetition of learning activities builds skills NOT foreign language, ESL or basic skills courses
Section § 55062. Types of Courses Appropriate to the Associate Degree. • “During the first phase of revisions to chapter 6, the language of this section was modified to limit the scope of subdivision (c) to English composition courses. However, it has been concluded that this was erroneous and that reading courses should also fall under that provision. The amendments will accomplish this. ”
§55064 Acceptance of Noncredit Courses • Permits a student to petition to have a noncredit course counted toward credit for the Associate Degree • To be repealed by July 2009—can instead be accomplished through credit by examination
§55154 Adult High School Diploma Program • New Section • Balance between maintaining community college identity and demonstrating equivalency with Department of Education requirements • Delineates criteria for such programs including: • Number of high school units (160 credit hours) • Types of courses • Categories of coursework (parallel to those for Associate Degree) • Relationship of hours of noncredit instruction to high school credits • Silent on CAHSEE issue
§55253-55 Cooperative Work Experience Education • Cleanup language • Provides for alternatives to the in-person visit with the employer under certain circumstances §55502-32 Matriculation • Cleanup language §58106 Limitations on Enrollment • Revised to recognize recently enacted legislation allowing use of multiple criteria for admission into nursing programs
§58009 Application of Alternate Attendance Procedure for Independent Study, Work Experience and Certain Distance Education Courses • “This section provides additional detail concerning the attendance accounting procedure to be used for independent study and work-experience courses. It is amended to also cover certain distance education courses so as to conform with changes made to section 58003.1.”
§58160 Noncredit Course Funding • Cleanup language to address SB 361 • Spells out the ten noncredit course categories eligible for apportionment: • Elementary & secondary basic skills • ESL • Short-term vocational • Workforce prep courses in basic skills (new category) • Citizenship • Parenting • Persons with substantial disabilities • Older adults • Home economics • Health and safety education
§58161.7 Repetition of Noncredit Courses • Chancellor to report to the Board of Governors by January 15, 2009 on appropriate limitations on state apportionment for repetition of noncredit courses including multiple enrollments in the same course during the same term • To be developed in consultation with Academic Senate, CIOs, and other appropriate groups • SACC subcommittee (supplemented with other community college constituencies and LAO and DOF representation) established to develop recommendations • Adopt appropriate limitations by June 30, 2009
