Domestic Preparedness • NASEMSD provided review and comment on 18 substantial DHS documents last year. • An abiding concern is the lack of focus on EMS in general and pediatric considerations specifically. • Children are a likely target for terrorism as the school attack in Beslan demonstrated and domestic preparedness should more accurately reflect that possibility.

  4. NEMSIS • The National EMS Information System (NEMSIS) Project (co-sponsored by NHTSA and HRSA) is intended to meet the need for EMS data to support research and better understanding of EMS systems. • The revised NHTSA EMS Dataset, the full Data Dictionary, the XML Standard, the National EMS Dataset and the Business Logic Documents are complete, as is the proposed Business Model for NEMSIS Implementation. • The next phase will be implementation of the National EMS Database and a NEMSIS National Resource Center.

  5. EMS Scope of Practice • The Pew Commission has recommended that health professions establish scope of practice models. • NHTSA and MCHB have again partnered to support efforts to progress towards fulfilling that direction for EMS. • The first draft of the National EMS Scope of Practice Model is now available for review and comment.

  6. NASEMSD participation in IOM study • The Institutes of Medicine (IOM) have also undertaken a project entitled: “The Future of Emergency Care in the United States Health System.” As an expansion of that original project, there is now an 11 member Prehospital EMS subcommittee, and an 11 member Pediatric subcommittee. The purpose of this study is to: • Examine the emergency care system in the U.S.; • identify its strengths, limitations, and future challenges; • Describe a desired vision of the emergency care system; and • Recommend strategies required to achieve that vision.
