  2. What is this presentation about? • The motions processbefore, during and after the Congress • Improving the motions process for the Jeju Congress

What is a motion? • A draft of any decision which the World Conservation Congress is requested to take. • Motions may take the form of a Resolution or Recommendation • Resolutions are directed to IUCN itself. Recommendations are directed to third parties, and may deal with any matter of importance to the objectives of IUCN. • (Paragraph 48 of the Rules of Procedure of the • World Conservation Congress)

Why is the motion process important? • It is and has been influential in setting the international conservation agenda and in the adoption of several international environmental instruments, standards and agreements • It is influential in promoting or discouraging action by governments and other actors • It allows for Members to put forward conservation issues that are then discussed in a public forum where governments, NGOs and environmental agencies are sitting side-by-side – this is the uniqueness of IUCN • It allows the members to modify the governance and policies of the Union

What are motions about? • Through Motions, Members are able: • To address specific conservation issues(indigenous peoples, species) • To call governments, other organizations, the international community to take action on specific conservation issues • To amend the Statute and Regulations to modify a process or change governance system • To modify the proposed IUCN Programme

BEFORE THE CONGRESS • Council and Members may submit Motions which must: • be consistent with the objectives of IUCN • relate to the new issues or a new aspect of issues addressed at previous congresses • Critical information: • Motions must be submitted before 9 May 2012 • The main sponsor and co-sponsors must be in good standing (dues properly paid) • The motion must be supported by at least 5 co- sponsors • Motions may be submitted in all IUCN languages: English, French and Spanish

BEFORE THE CONGRESS • How to submit a motion: • IUCN Members must simply send an email to: • motions@iucn.org • With: • The motion (title, text and, if necessary, an explanatory memorandum) • The name of the sponsor (the organization that submits the motion) • The names of the co-sponsors (the organizations that support the motion)

BEFORE THE CONGRESS • Terms of reference of the Resolutions Working Group: • Establish specific procedures for the motions process and principles upon which they will be revised • Ensure that the statutory requirements are applied to the submitted motions and that motions are treated fairly and equitably • Advise sponsors of motions to revise, amend or withdraw a draft motion • Prepare motions for tabling at Congress • Facilitate discussion between members on motions in advance of the Congress

BEFORE THE CONGRESS • Review submitted motions by the Resolutions Working Group: • Verifies the motion fulfils the statutory requirements • Edits to make motions understandable and follow the structure • Merges motions on the same subject • Rejects motions which do not follow the statutory requirements • Classifies motions according to themes, and according to whether they fall under the proposed Programme 2013-2016 • Verifies that the technical content of the motion is accurate • Liaises with Members on all the above, when appropriate

BEFORE THE CONGRESS • Amendments to the Motions: • ONCE SUBMITTED, A MOTION CAN ONLY BE AMENDED BY THE RESOLUTIONS WORKING GROUP • AT CONGRESS: If the author of the motion wishes to amend its text, the proposed amendments must be: • presented in “the course of a debate”; or • “submitted in time to the Resolutions Committee for distribution before they are debated” • Public debates: plenary or contact groups announced in time for Members to have the opportunity to participate • (Paragraph 59 of the Rules of Procedure of the • World Conservation Congress)

BEFORE THE CONGRESS Motions will be published and disseminated on 8 July 2012 From July to the opening of the Congress, the Resolutions Working Group will: • Organize contact groups for motions which may need further discussion • Organize sessions for motions related to the proposed Programme 2013-2016 • Prepare for new motions submitted at the Congress • Prepare appeals of decisions of the Resolutions Working Group for Steering Committee of Congress to address

DURING THE CONGRESS • Members may also submit motions at the Congressprovided that: • The subject of the motions is « new », « urgent », « could not have been foreseen », « arises out of the deliberations at the Congress », « responds to matters of the agenda ». (at least three of these conditions must be met) • The motion is supported by at least 10 co-sponsors • Deadline during Congress to be established by the Steering Committee on the recommendation of the Resolutions Working Group • (Paragraph 52 and 53 of the Rules of Procedure of the • World Conservation Congress)

  18. DURING THE CONGRESS • Motions Help Desk: • Provide information to Members on the motions process • Redirect questions to the relevant Secretariat staff when appropriate • Receive new motions during the Congress
