  2. Census in Vietnam 1. Population Census History in Vietnam - Census taking dating back many centuries. - The first real census of an independent Vietnam was conducted late in 1979. - Internationally recognized census concepts, design features and processing, was conducted in April 1989. - The third census was conducted in April 1999. - The last population and housing census has been conducted in 2009 with a reference time of the census is 00.00 hours, 1 April 2009.

  3. 2009 Census The Census Preparation and Legal Authority - The 2009 Census was conducted under the Prime Minister’s Decision No. 94/2008/QD-TTg on 10/7/2008. - Its main objective was to collect the basic data on population and housing of Vietnam to provide data to the policy makers and researcher. Two new strategies of the 2009 census: i. A Sample survey of 15 percent of the national population has been included to expand the census coverage, reduce the cost. The sample provides data representative for the district level. ii. Intelligent Character Recognition (ICR) has been adopted for data capture instead of manual data entry via keyboard.

  4. 2009 Census Contents of the Census Questionnaire The 2009 Vietnam census is based on de jure basic and face-to-face interview. Two questionnaires were used: a completed (short) questionnaire and a sample (long) questionnaire. + Contents of the completed questionnaire: + Information on population (individual characteristics, relationship to hh. head, school attendance, ethnicity, religion) + Dwellings of households (construction material, areas, year of use)

  5. 2009 Census Contents of the Census Questionnaire(contd) + Contents of the sample questionnaire: + Information on population (add: place of residence 5 years ago, disability status, marital status, technical qualification, economic activity) + Birth history of women aged 15-49 years + Information on deaths + Dwellings of households (add: room usage, fuel, lighting, water, toilet facility, durable appliances)

  6. 2009 Census Pre-test and Pilot Census Questionnaires and materials formally used in the census have undergone three pre-tests and one pilot before being applied in the actual census.

  7. 2009 Census Mapping and household listing - Sketch maps and household listings is a basis for: + Distributing census resources. + Guiding enumerators to households. + Locating materials, questionnaires and stationery. - Whole country is divided into about 172,000 Enumeration Areas (EA). - Two types of maps: base maps and EA maps.

  8. 2009 Census Census Publicity - Set up a plan for the publicity campaign of the census. - It was launched in March 2009, reaching its crescendo during 15 March to 20 April 2009. - It was broadcasted on radio and TV, in daily newspapers both centrally and locally and even on the radio systems of the village and urban-blocks. - Telephone hot-lines were installed in both central areas and localities.

  9. 2009 Census Recruitment and Training of the Census Officials - Enumerators were assigned according to specific geographical conditions and EA size. - Team leaders were appointed to directly manage enumerators’ work. - There were supervisors at the central, provincial and district levels - All census participants have been trained very carefully.

  10. 2009 Census Data Processing and Tabulation - Used ICR technology to input information directly from questionnaires to computers instead of using keyboards. - Success of ICR technology will be the premise for its application in other statistics surveys. - The GSO in co-operation with computer Company have build software, organized training courses, tested systems, and finalized the software package for new TIS and e-Form software. TIS (Top Image System) is Israel Company providing service of ICR technology.

  11. i. Recognizing a critical component of the census data is information that describe the data i.e. metadata which enhance and support the quality of the produced census information. ii. Metadata of the 2009 Vietnam census is focused mainly on the category of users of the information, with limited or no experience in statistics. The reasons for doing that have been many, the most important being the fact that the number of those users has increased rapidly during the past few years and still continuously increasing. 2009 Census The Census Data Dissemination

The following components of metadata is available in most products of the census data dissemination: - Definitions and concepts; - Sampling design and Sampling errors - Questionnaires - Data collection and processing - Classifications used iv.   13. Product of the census a). Preliminary results were released in early August 2009. It was published as a book titled “Implementation and Preliminary result”. This publication contains two parts as follows. Part 1: Census implementation, describing how the census activities have been carried out. Part 2: Preliminary result, providing main figures of the census, such as population size of provinces by sex, residence; population growth by regions, etc. 2009 Census The Census Data Dissemination

  14. b). Sample results: available in July 2009. i. File of cross table (Country, Provinces, Districts); ii. Pocketbook: 53 the most important indictors of the sample results; iii. Analysis report. iv. CD ROM: Store data and statistics data software for the sample results of central level. Statistics data software have three main following functions: 1. Looking up data; 2. Cross table module. It allow user to tabulate desired tables; 3. Printing function.   15. b). Sample results (continued). v. CD ROM: Store data and statistics data software for the sample results of each province vi. Six monographs are being prepared. They are: 1. Education and training; 2. Population sex-age structure and Nuptiality; 3. Migration and urbanization; 4. Sex ratio at birth; 5. Population projection in period of 2009-2049; 6.   16. c). Completed results: available in December 2010. i. File of cross table (Country, Provinces, Districts, Communes); ii. Book: Some important cross tables of country and provinces; iii.CD ROM: Store data and statistics data software for the completed results of central level. iv. CD ROM: Store data and statistics data software for the completed results of central level. v. It is planned that the cross table files of the completed results will be posted in GSO website. vi.
