  2. SAR • A Source Approval Request (SAR) contains information about a prospective new supplier. A SAR package includes all the technical data needed to demonstrate that the prospective supplier can competently manufacture or perform ROMM of the item requiring source approval to the same level of quality or better than the system prime contractor, major subsystem contractor, or OEM. • There are four Category's of SARs, CAT III & IV are considered reverse engineering efforts and are not evaluated by my group. We only deal with CAT I & II.

SAR • Category I: Actual Item these SARs are received from suppliers who have manufactured or performed ROMM on the exact item, using OEM technical data, for the prime contractor, OEM, another service, civil agencies, foreign governments, or for the civil sector under FAA PMA identicality. The item will be produced and evaluated against the Engineering Service Activity (ESA) approved technical data package.

SAR • Category II: These SARs are received from suppliers who have not previously manufactured or performed ROMM on the subject item, but have manufactured or performed ROMM on items similar in complexity, design, criticality, manufacturing and/or ROMM processes, materials, and application for the prime contractor, OEM, another service, civil agencies, foreign governments, or for the civil sector under FAA PMA identicality. The item will be produced and evaluated against the ESA approved technical data package.

SAR • SAR’s will not be evaluated for items that are already designated as fully competitive such as those items coded AMSC “G” and described by drawings and specifications. • How to submit your SAR go to Small Business website http://www.aviation.dla.mil/sbo/ click on Small Business Office tab on left side, then click Source Approval Request. A document will open that gives guidance on submitting your SAR and also contains the Joint Aeronautical Commanders Group (JACG) that contains the guidance on how your SAR will be evaluated and what it must contain.

Please review the DLA Supplier Requirements Visibility Application https://www.dibbs.bsm.dla.mil/ra/srva/default.aspx for estimated forecasting requirements before submitting a SAR.

  8. SAR • Hard copy SARs are discouraged…please submit your SARs on CDs. • Note that SARs will not be returned.

  9. SAR • You need to provide SARs for each of the services that manage the item (i.e. two copies of the SAR is needed if the item is managed by the Navy and Air Force.) Visit WEBFLIS (http://www.dlis.dla.mil/webflis/pub/pub_search.aspx) to see how many services use the item. Click on public search, then put in the NSN, hit Go. Under the “Management” tab, you will see the MOE code for the number of SARs needed. Failure to provide the correct number of copies will delay the review of your SAR.

  11. SAR • MOE Rule of DS is for DLA you do not need to submit a SAR for this, previous example you would submit four SARs. • DA = Army • DF = Air Force • DM = Marines • DN = Navy

  12. SAR • The SAR review process can take over 120 days from the date the SAR is received by DLA Aviation. Once a decision is made, you will receive a formal notification letter advising you of the results. • If you have any questions, please call the DLA Aviation SAR analyst at 804-279-5114
