Rationale • Peace requires Rule of Law • Rule of Law requires functioning legal institutions • Legal institutions must exchange information, but • no libraries • few printing presses • Compensate by building Internet-based information infrastructure - strengthen free press - encourage wide exchange of ideas - broaden citizen participation

Making the Vision Real - Phase I • Collection/Delivery/Connection of PCs • Collected and shipped 53 computers to legal institutions in the cities of Sarajevo, Tuzla, Zenica and Mostar • Purchased and connected10 Pentium computers for Justices of the Constitutional Court and other members of the Bosnian legal community • Installeda Server in Sarajevo with physical dial-up connection • Beyond hardware • Arrangedfor and received monetary and other resources from World Bank, US Government, and Soros Foundation for Bosnian legal institutions • Completedtraining in March 1997; IRIS contract training for 2 dozen

Making the Vision Real - Phase II • Establishing Press Intranet in Republika Srpska • Internet Server donated by Sun Microsystems • Find resident location in Banja Luka for Internet Server • Server to benefit free and independent press • Allow flow of unbiased information thus reducing propaganda’s impact • Make government information available to media • Allow legal communities and individuals in Bosnian cities to interact • Promote individual participation in restoring Rule of Law
