At Retail Units • Retail Distribution Codes (RDCs) • Identifier for window /distribution clerks • Used to separate classes of mail into larger containers for dispatch to P&DCs and NDCs • Facilitate more efficient and service responsive network movement to downstream processing facilities • Retail sort will be based on • Product Type • Originating ZIP Code • Destination ZIP Code
At Retail Units (cont’d) • RDCs • No Code (00) FCM Letters, Flats, and SPRs (Maintain current process for mail separation) • 01: Local NDC Pkgs (Tier 1 NDC Parcel Post) • 02: Network NDC Pkgs (Tier 2 NDC Parcel Post) • 03: Network NDC Pkgs (used for directional dispatch) • 04: Priority Parcel – Network • 05: Overnight Parcels & SPRS • 06: Priority Flats • 07: Express • Note: local codes are available; similar to labeling list change request process Goes to NDC

Retail Units • Level 18 and above must make container separations • Level 15s and below separations made at P&DC • NMOs withheld from machinables in 99 Mixed container • Non-RDU Parcel Return Service w/ RDC01
Retail Readiness Assessment • Each retail unit must complete readiness assessment checklist • At least one week prior to activation or as specified by District Manager

Network Placard • “RDC” trigger word does not point to NDLL • Use only for network placards destinating to NDC sites • Must be entered in “Placard Prep” in the following manner in order to display above text & Zip ranges: Note: comma & space must be between the trigger word and text or Zip ranges
MTEL Retail Unit Placard For mail originating at retail units only MTEL will automatically produce distribution splits based on Retail Distribution Code (RDC) data DN & TANs Mgrs. must ensure transportation is in place to generate retail placards 18
Network Routings Area DN Networks will create & update dispatch records in Nat’l Air & Surface System (NASS) Align routing with operating plan parameters Scheme will drive MTEL placard generation Establish routings from origin to the final destination Consistent with National Distribution Label List (NDLL) - Destination: AADC, ADC, NDC - Mail Classes: Standard, Periodicals, and Parcel Post 19
Placarding Origins must ensure placards are placed on MTE before dispatch MTEL is an on-demand system Print only what you need for each day Print entire set weekly ONLY as contingency Do not use recycled placards Use correct mail class and shape HAZMAT placard option Ensure placard barcode area is clear to enable Surface Visibility (SV) scanning 20
Key Implementation Activities – Transportation • Review MTEL Operational Areas • Remove unused placards • Assign new NDC placards • Suggest dedicated Operational Area for NDC placards • Use logical naming conventions • Use “Check Operational Area” to identify pending drops • Comply with SV scanning • OngoingTraining • Account for all scanners • Establish and maintain SOPs
