Conference “Towards the 2021 Census” Belgrade, 22-23 May 2018

Census methods - definitions • Traditional: Full field enumeration with paper or electronic questionnaires, and/or internet response (includes rolling census) • Combined: Data partly taken from administrative registers + limited field data collection • Register-based: Data takenfrom administrative registers (and possiblyfromexistingsurveys) – No field data collection

Final comments • Countries increasingly adopt alternativecensus methods and new technology, to reduce costs, increase efficiency and provide more frequent and better quality results • Innovations do not always result in cost savings, and may carry some risks! • All innovations must be carefully evaluated and tested well in advance, to minimize the risks
